Can tourists rent and drive a car in the UAE?
Yes, eligible tourists and visitors can rent cars in the UAE. The important point is that driving eligibility and rental-company acceptance are not exactly the same question.
Current Dubai RTA guidance says a visit-visa holder can drive a light vehicle or motorcycle in Dubai with a valid driving licence issued by a GCC country or by an RTA-recognised exception country. Travellers outside that framework may require an International Driving Permit.

There is no single UAE government rule making 21 the universal rental age for every vehicle. Rental companies establish their own commercial eligibility within the applicable legal framework.
