New Illinois residents may generally drive on a valid license from another U.S. state or country for up to 90 days. A person permanently moving to Illinois must obtain an Illinois driver license within that period or before the prior license expires, whichever comes first.

Illinois does not operate a general statewide safety inspection for passenger vehicles. Driver Licensing Guidelines
90-Day New Resident License Grace Period
The Illinois Secretary of State (IL SOS) Driver Services Department allows new residents to drive on a valid, unexpired out-of-state or foreign driver license for up to 90 days after moving to Illinois. Before the 90-day period expires (or before the prior license expires), the driver must obtain an Illinois license.
U.S. Out-of-State License Transfers
Drivers with a valid, unexpired license from another U.S. state can transfer at an IL SOS facility by surrendering their out-of-state card, passing a vision screening, and satisfying document requirements (written and road exams are generally waived for clean records).
Foreign Driver License Testing Requirements
Foreign driver licenses (regardless of country of origin) cannot be simply swapped or exchanged. Any person moving permanently to Illinois with a foreign license must complete the full licensing procedure in person: pass the vision screening, pass the written traffic laws exam, and pass the behind-the-wheel driving road test with an insured vehicle.
International Driving Permits (IDP)
Illinois does not treat an International Driving Permit as a standalone driver license. An IDP is merely a translation of a valid foreign license; visitors may drive on their foreign license, but permanent residents must obtain an Illinois license within 90 days.
Standard Licenses & Non-SSN Pathways
Under Illinois legislation (HB 3882), all eligible Illinois residents—including non-citizens who do not have a Social Security number—can obtain a standard Illinois driver license using a valid unexpired foreign passport or consular identification card.
REAL ID Documentation Standards
REAL ID driver licenses require proof of identity (U.S. birth certificate, passport, or permanent resident card/visa), proof of Social Security number, two proofs of Illinois residency, and electronic status verification via USCIS SAVE for non-citizens.
Senior Driver Testing Reform (Effective July 2026)
Effective July 1, 2026, Illinois eliminated the mandatory annual road test for drivers ages 79 to 86. Annual behind-the-wheel driving tests are now restricted to drivers age 87 and older.
