Overview of Northwest Territories

The Northwest Territories is Canada's second-largest territory by land area and has a small, widely dispersed population. Yellowknife is the capital and the territory's primary population, government, business and service centre. The NWT economy includes mining and mineral development, government and public administration, construction, transportation, health care, tourism, hospitality, professional services and other northern industries. Diamond mining has historically been one of the territory's most important private-sector industries, while Yellowknife provides a large share of the territory's public-sector, professional and service employment. Indigenous governments and communities are also central to the NWT's economic and institutional landscape.

Key 2026 Policy & Regulatory Updates

  • The NWT population was approximately 45,800 in the first quarter of 2026.
  • The NTNP currently has three top-level streams: Employer-Driven, Francophone and Business.
  • The Employer-Driven Stream contains Entry Level/Semi-Skilled Occupations, Skilled Worker and NWT Express Entry categories.
  • Beginning in 2026, the Employer-Driven Stream uses an Expression of Interest system.
  • EOI profiles in the Employer-Driven Stream can remain in the pool for up to 12 months from the date the profile was first submitted.
  • The 2026 NTNP allocation was increased from 197 to 300 nominations.
  • The 2026 Employer-Driven EOI selection schedule includes March 25, June 25, August 26 and September 25 selection rounds.
  • For the September 25, 2026 draw, the deadline to submit an EOI profile is September 22, 2026.
  • The Francophone and Business streams remain outside the EOI system and are processed on a first-come, first-served basis.
  • The original description's Atlantic Immigration Program reference was removed because the Northwest Territories is not an AIP participating jurisdiction.
  • NWT residents generally have a three-month waiting period when moving from another Canadian province or territory, with the former jurisdiction generally maintaining coverage during the transition.
  • New residents must transfer their driver's licence within 30 days; this is not limited to permanent residents.

Provincial Nominee Program & Express Entry

Northwest Territories operates a Provincial Nominee Program. Its individual streams have their own eligibility requirements, intake rules and nomination criteria. Some streams are linked to Express Entry and some use a separate, non-Express-Entry process.

Healthcare coverage in Northwest Territories

Provincial health insurance is not governed by one Canada-wide waiting-period rule. Eligibility can differ for permanent residents, citizens, work-permit holders, study-permit holders, visitors and other temporary residents.

Sales taxes and provincial tax structure

Canada uses a mix of HST and separate GST/PST or GST/QST systems. The rate that applies can also depend on the supply, place of supply and whether the product or service is taxable.

Province / territoryGeneral GST/HST + provincial structure
Alberta5% GST; 0% provincial sales tax
British Columbia5% GST + 7% PST
Manitoba5% GST + 7% PST
Ontario13% HST
Quebec5% GST + 9.975% QST
New Brunswick15% HST
Newfoundland and Labrador15% HST
Nova Scotia14% HST

This is a general rate reference, not a calculation of the tax on a particular transaction. Product-specific exemptions, rebates, place-of-supply rules and other tax rules can change the amount payable.

Foreign driver's licence and employment rules

Foreign driver's licence

Exchange eligibility is controlled by the provincial or territorial licensing authority. Requirements depend on the issuing country or jurisdiction, licence class, driving experience, immigration status and current reciprocal or recognized-experience arrangements.

Employment standards

Most employees follow provincial or territorial employment standards, but federally regulated sectors follow the Canada Labour Code. Minimum wage, hours, overtime, vacation, holidays and termination rules therefore cannot safely be reduced to one Canada-wide formula.

Settlement & Compliance Steps

  1. Find a qualifying NWT employer or business pathwayFor worker immigration, start with a full-time and permanent job offer from an eligible NWT employer. Entrepreneurs can instead evaluate the NTNP Business Stream.
  2. Choose the correct NTNP streamWorker categories are organized under Employer-Driven: Entry Level/Semi-Skilled, Skilled Worker or NWT Express Entry. Bilingual candidates can also consider the Francophone Stream.
  3. Submit the EOI when requiredFor the Employer-Driven Stream, the employer initiates the process and the foreign national completes the EOI profile. Profiles are scored and ranked for scheduled draws.
  4. Receive an invitation to applyEmployers of the highest-ranking EOI candidates are invited to submit the full NTNP application. An EOI by itself does not create a nomination.
  5. Submit the complete territorial applicationProvide employment, identity, immigration-status, language, education, work-experience and other supporting documents required by the applicable stream.
  6. Complete federal permanent-residence processingAfter a successful nomination, complete the applicable IRCC permanent-residence process. An NWT nomination is not itself Canadian permanent residence.
  7. Apply for NWT health coverageOnce NWT residence and qualifying Canadian status are established, submit the NWT Health Care application with the required immigration and proof-of-residence documents.
  8. Transfer your driver's licenceNew NWT residents have 30 days to transfer an existing driver's licence. Determine testing requirements based on your issuing jurisdiction and licence class.

These steps come from the imported province data used by this component. They should be maintained against the relevant provincial authority whenever a legal or procedural rule changes.
