Under Ohio law, residency is triggered by actions such as taking a job, signing a lease, purchasing a home, or enrolling children in school. Within 30 days of establishing residency, new residents must transfer their driver license/ID, out-of-state vehicle title, and vehicle registration to Ohio.
Testing waivers for valid U.S. transfers and foreign reciprocity authority
Holders of a valid, unexpired driver license from another U.S. state (or expired 6 months or less) have knowledge and road tests waived upon passing a vision screening. Under R.C. 4507.101, Ohio authorizes international reciprocity, and R.C. 4507.213 allows reciprocal foreign applicants to retain their foreign credentials after authentication.
County Clerk of Courts vehicle titling & physical VIN inspection
Vehicle titles in Ohio are issued by County Clerk of Courts title offices rather than the BMV. Converting an out-of-state title requires a physical VIN inspection (conducted at deputy registrars or title offices) within the 30-day residency window before registration plates can be issued.

For taxable years beginning in 2026, Ohio simplified individual income tax into a flat rate: 0% on Ohio taxable nonbusiness income up to $26,050, and 2.75% ($332 base plus 2.75% on the excess) on taxable income over $26,050. Taxable business income is taxed separately at 3.00%.
2026–2027 Ohio Department of Health school immunization schedule

Uniquely under R.C. § 4507.213, foreign applicants converting under reciprocity are permitted to retain their original foreign license after deputy registrars authenticate and inspect it.
Non-Reciprocal Foreign License Testing
Drivers moving to Ohio from non-reciprocal countries must complete the full first-time licensing process: pass the 40-question computerized knowledge test (score 75%+ required; available in multiple languages), obtain a Temporary Instruction Permit Identification Card (TIPIC), and pass the behind-the-wheel road and maneuverability skills test.
Driver Training Rules for Adults & Ages 18–20
First-time applicants ages 18–20 must complete an approved Class D driver education course, log 50 hours of supervised driving (including 10 night hours), and pass the road exam. Applicants age 21+ who fail the driving/maneuverability test must complete an abbreviated adult driver-training course before retesting.
Limited-Term Non-U.S. Citizen Credentials
