International Driving Permit (IDP): UAE Visitor Guide
Find out when a foreign driving licence is enough, when an IDP may be required, how rental rules differ from traffic law, and what changes once you become a UAE resident.
Important: an IDP requirement can depend on the licence, country, visa status, emirate, vehicle category, insurance and rental company. There is no safe one-line nationality rule for every visitor.
Traffic-law recognition and rental policy are different
UAE law determines whether you may legally drive. A rental company separately decides which documents it will accept when handing over a vehicle.
Therefore, a foreign licence can be legally usable while a particular rental company still asks for an IDP, translation, passport, credit card or additional documentation.
The current UAE legal position
Federal Decree-Law No. 14 of 2024, which regulates traffic in the UAE, provides an exemption for non-residents who hold valid international driving licences or foreign driving licences issued by countries covered by the applicable exemption rules, subject to the controls in the law and executive regulations.
Dubai RTA also publishes visitor guidance stating that certain visit-visa holders can drive light vehicles or motorcycles using GCC or recognised exception-country licences. RTA's current exchange service was updated on 22 July 2026 and should be used for the latest country list and resident exchange rules.

How to obtain an IDP before travel

Use the authorised UK IDP process shown by GOV.UK. A UK photocard licence may be enough for UAE driving in qualifying visitor circumstances, but the correct IDP can still be useful or required for the relevant rental or licence conditions.

AAA is one of the US-authorised IDP issuers. AAA currently publishes a $20 permit fee, plus applicable photo/shipping charges, and states that the permit is valid for one year.

- ✅Original valid driving licence for the vehicle category you intend to drive.
- ✅Passport and evidence of UAE visitor / entry status where required by the rental company.
- ✅IDP or certified translation if required by the licence rules or the rental company.
- ✅Payment card in the main driver’s name if required for the security deposit.
- ⚠️Age requirements vary by company and vehicle class; 21 is common, with higher minimums for some categories.
- ⚠️Insurance coverage and excess rules are separate from driving-licence validity.
- ❌Do not rely on an IDP alone. It is an accompanying document and must be used with the underlying driving licence.
- ❌Do not assume one rental company’s document policy applies to every UAE rental company.

Important resident transition rule
Once you move from temporary visitor status to UAE residence, do not continue relying on an IDP as though nothing changed. RTA operates a direct exchange process for licences issued by eligible countries and a separate route for applicants whose licence is not exchangeable.
