The key 2026 rule: exchangeability is more than a country list
Dubai RTA announced in January 2026 that licences from 57 countries were recognised for exchange during 2025. The announcement also identified recent additions including Kyrgyzstan, Kosovo, North Macedonia, Croatia and the State of Texas.
The current RTA service table then applies additional conditions: some licence origins are available to all nationalities, some only to nationals of the issuing country, some require legalised translation, some require surrender of the foreign licence, and replacement categories can differ.

The current RTA exchange service publishes a detailed table of 20 exception-country licence origins. The table contains the authoritative translation, nationality, surrender and category restrictions. Confirm licence origin, nationality, category, translation and surrender requirements.
Use a valid licence
RTA states that the foreign driving licence to be exchanged must be valid.
Complete the eye test
Use an RTA-authorised/accredited eye-test centre. Current RTA information shows AED 140–180 depending on centre.
Submit documents
Provide Emirates ID and the original foreign licence, plus legalised translation or other documents where the RTA table requires them.
Verify and pay
RTA verifies the licence and applicable transaction, then shows the fee due in the live service.
Receive the UAE licence
RTA says the service is instant once the applicable requirements and payment are completed.
Eye test
RTA currently states that the eye-test fee varies between AED 140 and AED 180 according to the testing centre.
RTA also states that electronic eye-test results are linked directly to its system. In August 2026, RTA reported 434 approved eye-test centres across Dubai.

UAE licence validity after exchange
Current RTA exchange-service output states that the new UAE licence is valid for one year when the holder is younger than 21.

Golden Chance for an unexchangeable licence
RTA currently provides a Golden Chance route for holders of a previous unexchangeable foreign licence. The applicant can take the Knowledge Test and Road Test without training hours for the Golden Chance attempt, and the opportunity is available only once.

Driving in Dubai as a visitor
Visitor rules are different from resident exchange rules. RTA's current service says that visitors can drive light vehicles and motorcycles in Dubai with a valid GCC or exception-country licence in the specified circumstances. RTA also confirms that an International Driving Licence issued abroad can be used by a visitor, subject to the applicable visitor rules.
