Important 2026 legal correction
Federal Law No. 10 of 2023 is now supplemented by Cabinet Resolution No. 213 of 2025, whose executive regulation became effective on April 14, 2026. The original page did not account for this current implementing framework.
Mental-health insurance, crisis support, medication controls and employment sick leave are governed by different legal and regulatory instruments. They should not be collapsed into one “Mental Health Law” rule.
UAE mental-health legal framework
Federal Law No. 10 of 2023 regulates mental-health services, psychiatric patients, mental-health facilities and related workers. Its scope expressly includes facilities in Free Zones. Mental-health services may not be provided without the required health-authority licensing.
The law’s purpose is not simply to regulate hospitals. It creates a patient-rights framework, governs voluntary and compulsory treatment, establishes oversight committees and regulates emergency psychiatric admission.

Mental-health services

Psychiatrists are licensed medical doctors who assess psychiatric conditions and may prescribe medicines when clinically appropriate.

Licensed psychologists and other authorised professionals provide psychotherapy, behavioural interventions and counselling within their permitted scope of practice.

Dubai and Abu Dhabi have expanded community-based mental-wellbeing services in 2026, complementing specialist hospital and clinic care.
🚑 Emergency psychiatric care
Acute situations involving immediate danger or severe psychiatric symptoms require emergency medical assessment rather than ordinary outpatient booking.

Mental-health insurance: do not assume universal coverage
The original page incorrectly said that DHA and DoH universally mandate identical psychiatric and counselling benefits in standard health insurance plans. The correct approach is to check the actual insurance programme and benefit schedule.

Itma’en — community mental wellbeing
Dubai Health, the Community Development Authority and DHA launched Itma’en in March 2026. It provides confidential mental-wellbeing guidance and professional support to citizens, residents and visitors.
Current Abu Dhabi support

Abu Dhabi’s Department of Health activated this 24/7 mental-health support service in March 2026. It provides psychological first aid and access to qualified mental- health professionals.
Emergency psychiatric situations
Federal Law No. 10 of 2023 provides a specific emergency-admission framework. Where a person is displaying psychiatric symptoms that pose a threat to themselves or others, the emergency provisions allow immediate custody and psychiatric assessment within the statutory time limit.
The official UAE Government emergency portal should be used to confirm current emergency contact channels.
Voluntary addiction treatment
Article 50 of Federal Law No. 10 of 2023 creates a specific legal protection for voluntary treatment for drug or psychotropic-substance abuse.

Mental health and employment
Federal Law No. 10 of 2023 gives psychiatric patients protection against employment restrictions based solely on psychiatric disorder, while allowing termination in the specific circumstances provided by law through the specialised medical committee mechanism.
Sick-leave entitlement itself comes from the applicable employment legislation. For ordinary UAE private-sector employees, Federal Decree-Law No. 33 of 2021 provides the statutory sick-leave framework. The mental-health law should not be described as creating a separate 90-day mental-health leave entitlement.
Psychiatric medication in the UAE
Psychiatric medicines are not one single legal category. Some medicines are ordinary prescription medicines; others may appear on controlled or semi-controlled schedules.
- Ask the prescribing psychiatrist or pharmacist for the exact active ingredient classification.
- Do not assume every antidepressant, anti-anxiety medicine or ADHD medicine is controlled.
- Controlled/semi-controlled medicines can carry additional prescribing, dispensing, storage and travel requirements.
