Who are People of Determination?
“People of Determination” is the UAE government term used in disability-related policy and services. Federal Law No. 29 of 2006 establishes a framework concerning the rights of persons with special needs, while later federal and local programmes provide specialised transport, education, employment, rehabilitation and social-support measures.
The practical benefit a person receives depends on several factors: the emirate where the service is requested, whether the person is a citizen, resident or visitor, the type of disability or qualifying condition, and the specific card, permit or service being requested.

Free public transport concession
RTA states that People of Determination can receive a free public-transport concession using the qualifying personal nol-card process. Current RTA information recognises residents and tourists and provides separate documentation routes for each category.

Salik and vehicle benefits
Current Salik exemption
RTA's current People of Determination information states that the customer is entitled to a Salik toll exemption for one vehicle, with the exemption renewed every year.
Family-owned vehicle scenario
Current RTA vehicle-registration information provides a route where one vehicle registered in the name of a first-degree relative can qualify after the customer presents a Sanad or People of Determination card and meets the service conditions.
This is not the same thing as an automatic two-vehicle Salik exemption; the exact vehicle-registration service conditions must be satisfied.
Free parking in Dubai
Dubai RTA provides a dedicated Public Parking Permit service for People of Determination and states that this permit service is available free of charge. RTA also maintains dedicated People of Determination parking spaces.

How to use the Dubai transport concession
- Obtain or hold the applicable POD/Sanad documentation.
- Apply for the personal nol card or concession through the RTA service.
- Upload the requested identity and POD/Sanad documents if they are not retrieved automatically.
- Complete the concession application and wait for document verification where manual upload is used.
- Use the approved personal card for the qualifying free transport concession.
Tourist People of Determination
Dubai RTA recognises People of Determination visitors as an eligible category for the public-transport concession.
- A tourist POD may use an official document from the competent authority in the visitor's home country as evidence.
- The tourist route uses a Sanad Tourist Card.
- RTA states the Sanad Tourist Card can be requested through Dubai Now.
- The tourist concession has its own validity period linked to the Tourist Sanad Card.
Employment rights
Federal employment law and Cabinet Resolution No. 43 of 2018 work together here. The current labour law expressly prohibits discrimination on the basis of disability where it undermines equal opportunity or equal treatment in employment.

Schools should have processes for identification, planning, support and monitoring for Students of Determination.
Non-admission process
Where a school says it cannot offer a place, KHDA guidance requires the prescribed explanation/non-admission process rather than an unexplained rejection.
Healthcare and rehabilitation support
There is no universal UAE statutory rule giving every Person of Determination “priority healthcare” or a standard free health insurance package. Instead, health and rehabilitation support is delivered through specific federal and emirate services.

These are means-tested or category-specific services in many cases and should not be described as an unconditional monthly allowance available to every person with a disability.
