A detailed 2026 guide to federal social welfare, inflation allowances, support for vulnerable citizens, eligibility conditions and the official application process.
Federal support, local-emirate programmes and charitable assistance are separate systems and should not be combined into one universal benefit.
Current Federal Social-Welfare Framework
The Ministry of Community Empowerment (MoCE) administers the federal Social Welfare Programme. The current framework is intended to provide an integrated safety net for eligible Emirati families, with support calculated according to household circumstances and with additional allowances for qualifying families.
The current government framework includes basic allowances for the primary beneficiary, spouse and children, supplementary allowances such as housing and academic excellence support, and separate inflation allowances for eligible families.
Federal Social Welfare Programme
Target: Eligible UAE citizens and families permanently resident in the UAE who satisfy the current social and economic eligibility conditions.

Current Basic-Allowance Examples
The executive regulation does not use one flat payment for every family. Basic allowances depend on the primary beneficiary's circumstances, age, spouse status and number of eligible children. Examples below illustrate the statutory figures without claiming that every beneficiary receives the amount shown.

Current Federal Eligibility Conditions
- Applicant must be a UAE citizen.
- Applicant must generally reside permanently in the UAE.
- Primary beneficiary is generally at least 21 years old.
- A capable primary beneficiary under 55 generally must be employed and insured with a UAE pension/social-security fund, or officially retired, subject to exceptions.
- Total family income and family assets must satisfy the applicable eligibility thresholds.
Important Exceptions
The current MoCE service recognises exemptions from ordinary age and employment conditions for certain special categories.
- Orphans
- Children of imprisoned individuals in the circumstances specified by law
- Individuals of unknown parentage
- People of Determination
- Individuals with health disabilities that prevent work
- Defined widowed, divorced or abandoned women
- Other categories recognised under the current executive regulation

What the Ministry assesses
- Citizenship and permanent UAE residence
- Family composition and dependant status
- Total monthly household income, including relevant business income
- Family asset threshold
- Employment, retirement or special-category status
- Any applicable supporting medical, educational or social evidence
Federal vs Emirate-Specific Support
The UAE's social-support system is not limited to one federal programme. Local authorities can operate additional schemes for their citizens.

Expat Humanitarian Assistance Is Different
Federal social welfare is targeted at eligible UAE citizens. Expatriate residents who experience severe hardship may instead need to explore the separate humanitarian-assistance channels of licensed charitable organisations or local authorities.
Do not describe charity assistance as a guaranteed monthly government benefit. Eligibility, documents, funding limits and approval depend on the individual charity and the specific case.
