Who is actually covered by the federal sports-talent rule?
Article 14 of Cabinet Resolution No. 65 of 2022 is narrower than the original page. It identifies four sports-related bases for the Golden Residence.

Recommendation authority
Current federal sources use General Sports Authority (GSA) and local sports councils. The Ministry of Economy & Tourism FAQ likewise states that athlete applicants require recommendation or approval from the General Authority of Sports or local sports bodies.

Coaches and referees: do not overgeneralize
Coaching and officiating are important sports professions, but the current federal sports-talent provision does not simply say “licensed coach” or “international referee” equals Golden Residency. A coach or referee may still qualify if the person meets another recognised exceptional-sports basis or another Golden Residency category.

Family benefits
Current ICP Golden Residency guidance confirms residence permits for spouse and children. The family application is a separate residence process and its documentary requirements should be followed independently.
Practical Sports Golden Residency workflow
Identify the sports basis
Athletic excellence, exceptional sports talent, federation leadership or sports medicine.
Document achievement
Prepare official sporting records, leadership evidence, recognised awards or sports-medicine evidence as applicable.
Obtain recommendation
Obtain recommendation or approval from the General Sports Authority or competent local sports council.
Complete ICP residence
Submit the Golden Residency application and complete the passport, insurance and remaining immigration requirements.
