UAE Driving Licence: New Applicant Guide

Step-by-step guide to obtaining a new Dubai driving licence, including the learning permit, eye test, theory training, Knowledge Test, practical training, Yard Test, Road Test, current fees and Golden Chance.

The detailed process and fee figures below are Dubai RTA-specific. Abu Dhabi and other emirates use their own licensing authority procedures and fee schedules.

Who normally needs the new-licence process?

A person who is not eligible to exchange a recognised foreign driving licence generally follows the ordinary UAE licensing route through the relevant emirate's driving authority and approved driving institute.

For Dubai, the current RTA process includes a Traffic File, Learning Permit, eye test, mandatory theory training, Knowledge Test, practical training, driving-institute evaluation, Yard Test and Road Test.

Important: this page does not treat “40 hours” as a universal legal number. RTA currently expresses prior-licence training requirements in training sessions, and the number depends on the age of the previous unexchangeable licence.

The 9-step Dubai RTA licence journey

Step 1: Open Traffic File

For Dubai, begin the licensing process through RTA and an approved driving institute. Current RTA information lists a AED 200 traffic-file charge and a AED 100 learning permit for light vehicles.

Current RTA training-session rules

Current RTA guidance does not support a blanket “40 practical hours” statement. For a previous valid unexchangeable light-vehicle driving licence, RTA uses the age of that licence to determine the reduced training requirement.

A “session” should not automatically be converted into “one hour” or “two hours” unless the selected driving institute's current package explicitly defines the session length.

Eye-test requirements

AED 140–180

Current RTA information gives the electronic eye-test fee as AED 140 minimum and AED 180 maximum, depending on the accredited eye-test centre.

The current RTA service publishes several acceptable visual- acuity combinations for light vehicles and motorcycles, such as 6/18-6/18, 6/12-6/24, 6/9-6/36 or 6/60, and 6/6 with the other eye blind. The applicable testing standard is therefore more nuanced than a blanket “6/9 minimum” statement.

Colour blindness does not automatically prevent a Learning Permit: RTA says an applicant can apply provided the eye test is passed.

Known RTA charges before training: for an applicant aged 21 or older, the listed baseline government/service components above total approximately AED 1,470–1,510, excluding practical-training charges, medical expenses, retakes, optional services and delivery.

The original AED 3,500–6,000 figure is removed because it presented a variable training-school cost as a supposedly complete universal total. A final cost must include the selected institute's training package and any retakes or optional services.

This is not the full price of learning to drive. Training-school fees are intentionally excluded because they vary by institute, package and training requirement.

The 20/30/40-session result applies to a previous valid unexchangeable light-vehicle licence under the current RTA rule. A complete beginner should use the training programme assigned by the institute.

Use the one-time Golden Chance route instead

RTA currently states that a new Road Test can be booked after the required training is completed following a failure. The actual appointment date therefore depends on training completion and available appointments.

How long does the process take?

A fixed “2–4 months” duration is not an official UAE entitlement, and a “3–4 week VIP completion” promise should not be presented as a guaranteed government timeline. The actual duration depends on:

Training

Number of sessions depends on applicant profile and previous licence history.

Appointments

Knowledge, Yard and Road Test availability can affect the calendar duration.

Results

A failed test can add training and another appointment before the next attempt.

Licence issuance itself is fast: after the final Road Test is passed and the licence fee is paid, RTA states that the licence is issued instantly. A temporary electronic licence is valid for 7 days.

This replaces the old blanket statement that every citizen receives 10 years and every resident receives 5 years regardless of age.

No Objection Certificate (NOC): current rule

Sponsor NOC is no longer required for ordinary driver licensing services.

RTA's current service explicitly states that the requirement for an NOC from the sponsor was cancelled for all Drivers Licensing services.

However, NOCs still exist for particular driving-profile or test-file transfer cases between Dubai and another emirate. Those are authority-to-authority or file-transfer documents and should not be described as an employer/sponsor NOC.

Golden Chance: current RTA route

Do not use the old AED 2,200 claim

The current official RTA service supports the Golden Chance process but lists an Instant Test charge of AED 420, not a universal AED 2,200 government fee.

Other ordinary application costs can still apply depending on the applicant's transaction.

Required documents and application conditions

Valid Emirates ID.
Valid eye-test result from an RTA-authorised centre.
Passport/identity documentation used in the government profile where required.
Valid Learning Permit.
Foreign driving licence documentation where the applicant is using previous driving experience or a Golden Chance route.

NOC correction

Remove the old “NOC if required by sponsor” language. Current RTA guidance says sponsor NOCs are cancelled for Drivers Licensing services. A separate NOC can still arise when transferring a driving profile or test file between emirates.

Document requirements can differ for special categories, professional drivers, people of determination, inter-emirate transfers and applicants with different residence/traffic-file circumstances.

Dubai versus Abu Dhabi

This guide uses Dubai RTA as the source of detailed fee and process information because its current public service pages provide the specific figures used above. Abu Dhabi uses Abu Dhabi Mobility/TAMM and its own approved driving-school process.

Frequently Asked Questions

Dubai RTA does not use one universal “40-hour” rule. Current RTA guidance states that a previous valid unexchangeable light-vehicle licence can reduce the required training: 20 training sessions if the foreign licence was issued more than 5 years ago, 30 sessions if it was issued more than 2 years but less than 5 years ago, and 40 sessions if it was issued less than 2 years ago. A complete beginner without a previous licence should follow the training requirement assigned by the driving institute and RTA rather than assuming a fixed hour count.

The current Dubai RTA Knowledge Test contains 40 questions and requires at least 30 correct answers to pass. That is a 75% minimum score. Before taking the Knowledge Test, RTA requires completion of the applicable theory lectures: 8 hours for light vehicles, motorcycles and light/heavy buses, 9 hours for heavy vehicles, and 4 hours for light/heavy equipment.

There is no reliable universal AED 3,500–6,000 all-inclusive government total. Current RTA government/service charges include AED 200 for the traffic file, AED 100 for the light-vehicle learning permit, AED 50 for the handbook, AED 140–180 for the electronic eye test, AED 220 for the Knowledge Test, AED 220 for the Yard Test and AED 220 for the Road Test. The new licence is AED 100 if the applicant is under 21 or AED 300 if 21 or older, plus AED 20 knowledge/innovation. Driving-school training charges, medical costs, retakes, optional VIP services and delivery can add to the total.

There is no authoritative universal 2–4 month or 3–4 week completion guarantee. The actual duration depends on training requirements, driving-school availability, test appointments, pass/fail outcomes and any retakes. RTA states that the licence itself is issued instantly after the final Road Test is passed and the licence fees are paid. A temporary licence is issued electronically for 7 days while the final licence transaction is completed.

No employer/sponsor NOC is currently required for the ordinary Drivers Licensing services. RTA explicitly states that the sponsor NOC requirement was cancelled for all Drivers Licensing services. An NOC still exists for certain transfers of a driving profile or test file between Dubai and another emirate, or other transfer situations, so that separate transfer NOC should not be confused with an employer NOC for opening a normal driving file.

A holder of a previous unexchangeable foreign driving licence can use the RTA Golden Chance to take the Knowledge Test and Road Test without the normal training hours, and the Golden Chance is available once. If the Road Test is failed, the applicant must complete the applicable training hours without repeating the theory part based on the previous driving experience. RTA currently lists the Instant Test for unexchangeable licences and Golden Chance at AED 420, comprising AED 400 for the instant service and AED 20 for knowledge/innovation; the overall transaction can still involve other applicable charges.
