2. S Pass Processing Time

Within 10 Business Days

For online S Pass applications, MOM states that applications are processed or an update is given within 10 business days. If the employer is an overseas company without a Singapore-registered company, the published processing period is within 8 weeks for most cases. Where additional documents or information are requested, the processing time may be longer than the standard timeline.

3. ONE Pass Processing Time

Within 4 Weeks

Applications for the Overseas Networks & Expertise Pass (ONE Pass) are processed within 4 weeks for most cases. Applications under the outstanding achievements track may take longer where further assessment is required by the relevant agencies. Applicants can check the status after 4 weeks, and MOM may contact the applicant for additional information or documents.

4. Tech.Pass Processing Time

Around 8 Weeks

EDB states that Tech.Pass applications take around 8 weeks to process from when all required documents are in order. The timeline can become longer if additional information is required. Tech.Pass applications are currently accepted until January 27, 2027, 11:59pm Singapore time. From January 28, 2027, EDB will no longer accept new or renewal Tech.Pass applications because the pass will be replaced by the new ONE Pass (AI and Tech) track.

5. Work Permit Processing Time

Within 1 Week for Most Cases

MOM states that online Work Permit applications are processed within 1 week for most cases. This is a standard processing estimate and should not be presented as guaranteed approval within seven calendar days or as an instant approval service. After approval, the employer still has to complete the required arrival, medical, issuance and card-registration steps where applicable.

6. Fair Consideration Framework Before Applying

At Least 14 Consecutive Days

For applicable EP and S Pass applications, employers must generally advertise the vacancy on MyCareersFuture for at least 14 consecutive days and fairly consider candidates before applying for the work pass. This is a pre-application requirement rather than part of MOM's published 10-business-day application-processing timeline. Specific exemptions apply under the FCF rules.

7. Additional Documents Can Extend the Timeline

No Fixed Extended Period

The published processing times are not guarantees that every case will be completed within the stated period. MOM or EDB may request additional documents, information or verification. The relevant agency states that processing can take longer when such additional information is required.

Mandatory Eligibility Requirements

Employment Pass candidates must first meet the applicable EP qualifying salary. Unless the candidate qualifies for a COMPASS exemption, the application must also pass the Complementarity Assessment Framework (COMPASS).

Applicable EP and S Pass applications must comply with the Fair Consideration Framework. This generally includes advertising the vacancy on MyCareersFuture for at least 14 consecutive days and fairly considering candidates before submitting the application. FCF exemptions apply in specified situations.

S Pass employers must have sufficient quota under the applicable Dependency Ratio Ceiling and comply with the relevant levy requirements.

Educational qualification verification is not automatically required for every EP application. Where an employer relies on qualifications to claim COMPASS C2 points, the relevant qualifications and required verification proof must be submitted. MOM may also request verification or other supporting information.

Candidates do not generally need to be physically present in Singapore when a standard EP or S Pass application is submitted. The approved pass must subsequently be issued according to the relevant IPA and pass-issuance requirements.

For an approved EP application, the IPA is generally valid for 6 months to allow the candidate to enter Singapore and get the pass issued. For an approved S Pass application, the IPA gives the candidate 60 days to enter Singapore and get the pass issued.

For ONE Pass applications, the IPA gives the approved candidate 6 months to enter Singapore and get the pass issued.

For Tech.Pass applications, the approved pass must be issued within 6 months of receiving the IPA and the applicant must be in Singapore for pass issuance.

Applicants should not assume that meeting a published processing timeline means approval is guaranteed. Processing time and eligibility are separate matters, and MOM or EDB may reject an application even when it has been submitted correctly.

Step-by-Step Procedure

Identify the Correct Work Pass

Determine whether the candidate should apply for an Employment Pass, S Pass, Work Permit, ONE Pass or Tech.Pass based on the candidate's role, salary, qualifications, employer circumstances and the applicable eligibility criteria.

Complete Pre-Application Requirements

For applicable EP and S Pass cases, complete the Fair Consideration Framework requirements before applying. The vacancy generally needs to be advertised on MyCareersFuture for at least 14 consecutive days and the employer must fairly consider candidates. Check whether a valid exemption applies.

Check Eligibility and Supporting Documents

Review the applicable salary, quota, COMPASS, qualification, company and sector requirements and prepare the documents requested for the relevant pass. For EP applications, employers can use MOM's Self-Assessment Tool before submission.

Submit the Application

Submit the application through the correct official channel. Standard EP and S Pass applications are submitted online through MOM's EP eService, Work Permit applications through the applicable MOM Work Permit eService, ONE Pass applications online through MOM, and Tech.Pass applications through EDB's Tech.Pass application process.

Application Processing and Status Check

MOM or EDB reviews the application according to the relevant processing timeline. For online EP and S Pass applications, MOM states that processing or an update is provided within 10 business days. Work Permit applications are generally processed within 1 week for most cases.
