Eligibility Routes

Salary Route

Core Rule

The candidate must earn a fixed monthly salary of at least S$30,000.

Past Salary Route

For a candidate qualifying from recent employment, the S$30,000 fixed monthly salary must be earned for the 12 consecutive months leading up to the date of application.

Single Employer Rule

If the candidate earned salaries from more than one employer during those 12 months, the qualifying S$30,000 fixed monthly salary must come from one employer only. Salary from multiple employers cannot be aggregated to reach S$30,000.

Overseas Candidate

An overseas candidate using the salary route must have been working for an established company overseas for at least 1 year, or be coming to an established company in Singapore.

Future Singapore Employment

For prospective Singapore employment, the candidate must be offered fixed monthly salary of at least S$30,000 by an established company based in Singapore and should apply only when the employment is due to start within 6 months.

Established Company

MOM defines an established company for the relevant ONE Pass route as one with market capitalisation of at least US$500 million or annual revenue of at least S$200 million. Combined amounts from the global office can be considered case by case.

Other Income

Other sources of income may be considered on a case-by-case basis, but they do not replace the published fixed-monthly-salary requirement for the standard salary route.

Existing Singapore Pass Holder

An existing pass holder who has worked in Singapore for at least 1 year can qualify based on the relevant recent Singapore employment history.

Outstanding Achievements

Alternative

A candidate may qualify without meeting the S$30,000 salary criterion if the candidate has outstanding achievements in at least one recognised field.

Local Company Boundary

Annual Notification

Status

MOM requires ONE Pass holders to participate in an annual notification exercise when MOM sends them an email/instruction to do so.

Deadline

The current key-facts page states that the annual income/professional-activity notification is to be made by 31 January of the following year.

MOM's FAQ framework addresses whether unemployed holders need to submit. The exact requirement is driven by whether MOM has sent the notification instruction rather than by an assumption that every holder is required to file regardless of notification.

Cancellation

If the ONE Pass has already been cancelled, the holder does not need to submit the annual notification. If cancellation has not yet occurred and MOM has sent the notification request, the notification remains required.

Renewal Relevance

Annual professional-activity and income information helps MOM assess the holder's contribution and is relevant to the administration and renewal of the pass.

Document Boundary

The exact document list depends on the route and the candidate's circumstances. Do not impose one fixed bundle of 12 months of payslips, bank statements, foreign tax returns, audited employer statements and achievement evidence on every ONE Pass applicant.

Family

Eligible Passes

  • Dependant's Pass for eligible spouse and children.
  • Long-Term Visit Pass for eligible parents and other qualifying family members under the ONE Pass family framework.

Application

ONE Pass holders can apply directly, while an appointed employment agent or employer may also apply on behalf of the main pass holder.
