Singapore EntrePass Startup Visa 2026: Eligibility, Innovation Criteria, Renewal & Family Rules

Singapore EntrePass guide for 2026: 30% founder shareholding, S$100,000 funding route, incubator, IP and research criteria, excluded businesses, renewal thresholds, family passes, fees and processing.

Basic Eligibility

  • The EntrePass is open to all nationalities and citizenships.
  • You must have started, or intend to start, a Singapore private limited company that is or will be registered with ACRA.
  • The EntrePass holder must hold at least 30% of the registered company's shareholding.
  • The company must be venture-backed or possess innovative technologies.
  • You must satisfy at least one of MOM's recognised eligibility criteria for funding, incubation/acceleration, a founded-and-sold technology business, qualifying IP or Singapore research collaboration.
  • If the company was already registered for more than 12 months on the application date, MOM assesses the case according to the renewal criteria rather than treating it as a standard new-business application.

Innovation Criteria

Criterion: Raised funding for a past or current business
Threshold: At least S$100,000 from a single funding round
Qualifying Sources: ["SEEDS Capital","Vertex Ventures","Partners under Enterprise Singapore's Startup SG Equity programme","Internationally renowned VC firms","Corporates","Business angels and other qualifying investors"]
Important Note: The current MOM rule is not limited to government-recognised VC firms or government-recognised angel groups. The key threshold is S$100,000 from a single funding round from qualifying investors.
Criterion: Supported by an incubator or accelerator
Requirement: The business is or will be supported by a government-recognised or internationally renowned incubator or accelerator.
Examples: ["Partners under Enterprise Singapore's Startup SG Accelerator programme","Partners under Enterprise Singapore's Startup SG Founder programme","Y Combinator","MassChallenge","Alchemist Accelerator"]
Important Note: EnterpriseSG support is one route, not a universal requirement. Internationally renowned incubators and accelerators can also qualify.
Criterion: Founded and sold a technology business
Requirement: The applicant founded and sold a business that was venture-backed or possessed innovative technologies.
Evidence: ["Incorporation documents demonstrating the founder role","Signed confirmation from the current management team where applicable","Business plan showing venture backing or innovative technology","Sale and Purchase Agreement identifying the applicant and the sale"]
Criterion: Holds intellectual property
Requirement: The registered or proposed business holds IP registered with an approved national IP institution.
Quality Test: The IP must provide a significant competitive advantage to the business that cannot be easily replicated.
Important Note: MOM's current rule is broader than 'a registered patent'. The relevant IP and its relationship to the proposed business must satisfy the MOM test.
Criterion: Has a research collaboration in Singapore
Requirement: The business has a relevant ongoing research collaboration in Singapore with at least one Institute of Higher Learning or Research Institution.
Eligible Examples: ["Eligible Institutes of Higher Learning listed by ICA","A*STAR research institutions","Universities and institutions under CREATE"]
Requirements: ["Applicant must be involved in the collaboration.","The collaboration must be related to the business.","The institution must provide a contact person for verification.","A contract for services is not treated as a research collaboration."]

Important Clarification

The exclusion list is a specific MOM business-category restriction. The page should not expand it into a broader unsupported claim that every traditional retail, hospitality or consumer business is automatically excluded.

Capital And Company Rules

Paid Up Capital

MOM does not stipulate a minimum salary or a general minimum paid-up capital amount for EntrePass eligibility.

Company Type

The business must be a Singapore private limited company registered or intended to be registered with ACRA.

Shareholding

The EntrePass applicant must hold at least 30% of the registered company's shareholding.

Incorporation Timing

You can apply if you have started the company or intend to start it. There is no universal rule requiring incorporation within 6 months before applying.

Older Company Rule

If the company is more than 12 months old when the application is made, MOM assesses the application against the renewal criteria.

Licensing

EntrePass approval does not itself approve ACRA incorporation, regulated business licences or other statutory permissions. Those approvals must be obtained separately where applicable.

Application Documents

Core Documents

  • Personal particulars page of the applicant's passport.
  • Business plan in English, 10 pages or less, covering the proposed product or service, market analysis, operations plan, management-team profile and supporting material.
  • Information or documents describing the applicant's prior business activities where applicable.
  • CV and past employment testimonials, if any, to support the applicant's professional and entrepreneurial background.
  • Latest company business profile or Bizfile information where the company has already been registered.
  • Latest financial statement where the company has been registered with ACRA for more than 12 months.
  • Additional supporting documents relevant to the particular innovation criterion claimed.

Criterion Specific Evidence

Criterion: Funding
Documents: ["Investment agreements","Shareholder certificates","Other documentary proof of the S$100,000 single-round funding and the applicant's involvement"]
Criterion: Incubator or accelerator
Documents: ["Incubation or accelerator agreement","Other evidence showing the business is or will be supported by the named organisation"]

Criterion: Research collaboration
Documents: ["Research Collaboration Agreement","Institution contact information for verification"]

Translation Rule

For non-English documents, MOM requires the original document and English translation uploaded together as one file. The translation can be done by a service provider.

Business Plan Correction

The business plan requirement is '10 pages or less', not a mandatory 10-page document.

Application Process

Stage: Prepare the business case and supporting documents
Details: Prepare the English business plan and evidence for at least one current innovation or entrepreneurial criterion. The amount and type of supporting evidence depends on the route.
Stage: Submit the EntrePass application

Details: MOM and Enterprise Singapore evaluate the application. Enterprise Singapore may also contact EntrePass holders periodically for engagement and audit purposes.

Stage: Enter Singapore and issue the pass
Details: The candidate must be in Singapore when the pass is issued. The issuance fee is S$225, plus S$30 for a Multiple Journey Visa if applicable.

Renewal Cycle Definition

MOM calculates the renewal cycle using the EntrePass issuance date or, where applicable, the company's incorporation date if the original pass has expired.

Renewal Warning

The source page's claim that every first renewal requires S$100,000 spending and 3 local FTEs is incorrect. The first renewal has no TBS/LWF minimum in MOM's current table; S$100,000 and LWF 1 begin at the second renewal cycle.

Business Spending Definition

Total Business Spending Formula

Total Operating Expenses - overseas royalties/franchise/technical-know-how fees - overseas outsourced-work expenses - total remuneration to the EntrePass holder(s).

Excluded Operating Items

  • Cost of Goods Sold
  • Cost of Service
  • Cost of Sales
  • Personal expenses
  • Rental expenses for residential properties

Important Note

TBS is not simply gross revenue, total company expenditure or a founder's personal spend. MOM uses its defined operating-expense calculation.

Local Workforce Definition

Formula

LWF = number of qualifying PMEs + (number of qualifying LQS employees / 3).

Pme Requirements

  • Singapore citizen or Singapore Permanent Resident
  • Basic monthly salary at least equal to the salary in the applicable renewal-cycle table
  • CPF contributions received for at least 3 months
  • Direct payroll of the registered company

Lqs Requirements

  • Meet MOM's Local Qualifying Salary guidelines
  • CPF contributions received for at least 3 months
  • Direct payroll of the registered company

Lqs Cap

Up to 12 LQS employees can be used in the LWF calculation.

Timing

The company must meet the applicable LWF requirement at the time the renewal application is submitted.

Available Passes
  • Dependant's Pass for legally married spouse
  • Dependant's Pass for unmarried children below 21, including legally adopted children

Route: Past or current funding
Condition: Raised more than S$2 million for a past or current business
Route: Deep-tech IP
Condition: Possesses 2 or more deep-tech IPs that provide significant competitive advantage to the business
Important Correction

Family eligibility is not simply delayed until a first renewal and is not limited to the 3-local-worker rule in the original page. MOM lists multiple alternative routes for spouse and child family passes.

Parents

Available Pass

Long-Term Visit Pass

Business Condition

Annual TBS of at least S$200,000 and Local Workforce of at least 2

Important Note

The parent route has a separate business-performance threshold; do not substitute the spouse/child S$100,000 + LWF 1 threshold.

Application Timing

Family passes can be applied for after the EntrePass is approved. MOM warns that submitting family-pass applications at the same time as an EntrePass application can result in loss of those family-pass application fees if the EntrePass itself is rejected.

Examples

Scenario: Founder using the funding route
Facts: {"singleFundingRound":"S$120,000","shareholding":"35%","company":"Singapore private limited company"}
Result: The founder appears to satisfy the funding threshold and the minimum 30% shareholding condition, subject to MOM's review of the investor, funding documents, business and the remaining eligibility requirements.
Scenario: Founder using IP
Facts: {"companyShareholding":"30%","ip":"Registered IP providing significant competitive advantage and related to the proposed business"}
Result: The IP route may satisfy the innovation criterion if the IP is registered with an approved national IP institution and meets MOM's competitive-advantage test.
Scenario: First renewal
Facts: {"annualTBS":"S$70,000","localWorkforce":0,"companyStatus":"Active and progressing"}
Result: The business does not fail the renewal solely because TBS is below S$100,000 or LWF is 0, because the current first-renewal table has no TBS/LWF minimum. Other renewal criteria still apply.
Scenario: Second renewal
Facts: {"annualTBS":"S$100,000","localWorkforce":1}
Result: The stated cycle-2 TBS and LWF thresholds are met, assuming the local workforce member satisfies MOM's definition and the company meets the other renewal criteria.
Scenario: Family passes through business-performance route
Facts: {"annualTBS":"S$110,000","localWorkforce":1}
Result: The EntrePass holder may satisfy the business-performance route for spouse and child family passes, subject to the relevant relationship and pass conditions.
Scenario: Parent family pass
Facts: {"annualTBS":"S$200,000","localWorkforce":2}
Result: The business-performance threshold for bringing parents is met, subject to MOM's other family-pass conditions.

Decision Guide

❓ Do you intend to start or already operate a Singapore private limited company?

💡 Action / Assessment: If no, EntrePass is not the correct route. You need a qualifying Singapore private limited company or a genuine intention to start one.

❓ Will you hold at least 30% of the company's registered shareholding?

💡 Action / Assessment: You need at least 30% shareholding for the standard EntrePass eligibility route.

❓ Is the business venture-backed or based on innovative technology?

💡 Action / Assessment: The company must be venture-backed or possess innovative technologies.

❓ Can you satisfy one recognised innovation or entrepreneurial criterion?

💡 Action / Assessment: Check funding, incubator/accelerator support, founded-and-sold technology business, qualifying IP or Singapore research collaboration.

❓ Is the company more than 12 months old on the application date?

💡 Action / Assessment: MOM will assess the application according to the renewal criteria rather than the normal new-business framework.

❓ Are you planning a first renewal?

💡 Action / Assessment: The first renewal can be up to 1 year and has no minimum TBS/LWF threshold in the current renewal table, but all other renewal criteria must be met.

💡 Action / Assessment: Check the applicable renewal-cycle TBS and LWF thresholds. They rise substantially across later cycles.

❓ Do you want to bring spouse or children?

💡 Action / Assessment: Check the four current family-eligibility routes: TBS/LWF, two founded-and-sold companies, more than S$2 million past/current funding or two qualifying deep-tech IPs.

❓ Do you want to bring parents?

💡 Action / Assessment: The current business-performance route requires annual TBS of at least S$200,000 and LWF of at least 2.

Frequently Asked Questions (FAQ)

You must have started or intend to start a Singapore private limited company that is venture-backed or possesses innovative technologies, hold at least 30% of its registered shareholding and satisfy at least one recognised criterion. The current criteria include raising at least S$100,000 in a single funding round, support from a government-recognised or internationally renowned incubator or accelerator, founding and selling a qualifying technology business, holding qualifying IP or having an ongoing Singapore research collaboration.

No. S$100,000 from a single funding round is one eligibility route, not a universal investment requirement. An applicant can potentially qualify through an eligible incubator or accelerator, a founded-and-sold technology business, qualifying IP or a Singapore research collaboration instead.

MOM's current EntrePass key facts state that there is no stipulated minimum salary, and the current eligibility page does not impose a general minimum paid-up capital requirement. The important ownership requirement is that the EntrePass holder must hold at least 30% of the Singapore private limited company's registered shareholding.

A new EntrePass and the first renewal can each be granted for up to 1 year. Subsequent renewals can be up to 2 years. Renewal requires continued company activity and progress, the required shareholding and company status, updated financial statements and the applicable renewal-cycle Total Business Spending and Local Workforce thresholds. For example, the second renewal currently requires S$100,000 annual TBS and LWF 1; those thresholds increase in later cycles.

Yes, but family eligibility is separate from the EntrePass holder's initial qualification. For a legally married spouse or children, MOM lists several alternative routes, including S$100,000 annual TBS plus LWF 1, having founded and sold at least 2 qualifying companies, having raised more than S$2 million for a past or current business, or having at least 2 qualifying deep-tech IPs. Parents use a separate route requiring S$200,000 annual TBS and LWF 2.

The application fee is S$105. If approved, issuance costs S$225, plus S$30 for a Multiple Journey Visa where applicable. MOM states that EntrePass applications are processed within 6 weeks for most cases. The approval IPA gives the candidate 6 months to enter Singapore and obtain the pass.
