Monthly Living Cost
Monthly living cost = monthly rent + (children in paid school x annual school cost per child / 12) + utilities + internet + food + transport + other monthly costs.
Annual Living Cost
Annual living cost = monthly living cost x 12.
Rent Over Holding Period
Rent over the holding period with a constant annual escalation assumption = sum of monthlyRent x 12 x (1 + annualRentIncreasePercent)^year for each year from year 0 through the final holding year.
Loan Principal
Loan principal = purchase price x (1 - down payment percentage / 100).
Monthly Mortgage Payment
For a fully amortising loan with monthly rate r and n monthly instalments: payment = P x r x (1+r)^n / ((1+r)^n - 1). If r = 0, payment = P / n.
Buyer Stamp Duty
BSD is calculated progressively on the higher of purchase price or market value using the current residential BSD bands: 1% on first S$180,000; 2% on next S$180,000; 3% on next S$640,000; 4% on next S$500,000; 5% on next S$1.5 million; 6% on the remaining amount.
Foreign Buyer A B S D
Default ABSD for a foreign individual buying any residential property is 60% of the higher of purchase price or market value, subject to any applicable Free Trade Agreement or other remission.
Pr Buyer A B S D
A Singapore PR buying a first residential property currently pays 5% ABSD; subsequent residential properties have higher applicable ABSD rates.
Citizen Buyer A B S D
A Singapore Citizen buying a first residential property currently pays no ABSD; higher rates apply to later residential properties.
Buyer Upfront Cash
Initial property cash requirement before other transaction costs = down payment + BSD + ABSD.
Buy Holding Period Cash Outflow
Illustrative buy cash outflow = down payment + BSD + ABSD + mortgage instalments paid during the holding period + property tax + maintenance, before subtracting sale proceeds.
Mortgage Principal Outstanding
Remaining principal after k monthly payments = P x ((1+r)^n - (1+r)^k) / ((1+r)^n - 1). If r = 0, remaining principal = max(P - P x k / n, 0).
Gross Buy Cost Net Of Sale
Illustrative net buy cash outflow before selling costs, capital appreciation effects outside the entered sale value and other omitted costs = upfront cash requirement + mortgage payments during holding period + property tax + maintenance - estimated sale value + estimated outstanding mortgage principal.
Rent Vs Buy Interpretation
A lower estimated buy outflow than rent does not automatically mean buying is financially superior because the comparison excludes opportunity cost, transaction expenses not entered, financing restrictions, renovation, insurance, sale costs and the risk that the assumed future sale value is not achieved.

Housing Rules
Private Rental
Market Data
URA publishes private residential rental contracts and rental indices rather than a single official 'average expat condo rent'. Actual rent should therefore be based on the specific property, district, unit type, size, furnishing and lease terms.
Market Direction
URA reported that private residential rentals increased 0.7% in 2Q2026, with non-landed rentals increasing 0.4%. This is a market indicator, not a forecast of an individual lease price.
Lease Terms
Lease duration, security deposit, break clauses, repairs, diplomatic clauses and other commercial terms are contractual matters. They are not universal statutory two-year/one-year rules.
Diplomatic Clause
CEA's private-residential tenancy template contains an optional diplomatic/break clause with blanks for the qualifying period, notice period and rent in lieu. The clause is negotiable and is not automatically included in every Singapore tenancy agreement.
Hdb Rental
Tenant Eligibility
HDB's current rules allow certain non-citizens legally residing in Singapore to rent HDB flats, including holders of Employment Passes, S Passes, Work Permits, Student Passes, Dependant's Passes and Long-Term Social Visit Passes, subject to the stated conditions.
Pass Validity
The relevant passes must have at least 6 months' validity at the date of application under HDB's published tenant-eligibility conditions.
Tourists
Tourists are not allowed to rent HDB flats.
Minimum Rental Period
An HDB flat or bedroom must be rented for at least 6 months.
Non Citizen Quota
Non-Malaysian non-citizens are subject to an 8% neighbourhood and 11% block non-citizen quota for HDB whole-flat rental.
Whole Flat Ownership Rule
Only Singapore Citizen flat owners can rent out an entire HDB flat; Singapore Permanent Resident flat owners cannot.
Important Distinction
HDB rental eligibility is a public-housing rule and should not be presented as the same market or legal regime as private condominium rental.

International Schools
Pricing
International-school tuition is school-specific. Singapore does not publish one official nationwide tuition range of S$25,000 to S$45,000 per child that applies to all international schools. Use the school's published fee schedule and separately budget for application fees, enrolment/capital levies, uniforms, meals, transport, devices and activities where applicable.
Calculator Treatment
The calculator deliberately uses a user-entered annual school cost rather than presenting a single national average as an official figure.
Moe Schools
Foreign Student Fees
MOE-funded schools charge different school fees depending on student citizenship/status and school level. Fees and financial-assistance arrangements can change, so applicants should check MOE's current fee tables for the relevant year and student category.
Admission
Admission to an MOE school is a separate process and availability is not guaranteed simply because a foreign family has entered Singapore. International students should follow MOE's current admissions route.
Pass Requirement
A child's immigration status and school admission are separate questions. Do not assume that every international school requires a Student Pass or Dependant's Pass before an offer can be made; the school's admissions and immigration requirements must be checked for the child's circumstances.
Utilities
Electricity
Current Quarter
From 1 July to 30 September 2026, the regulated household electricity tariff is 31.91 cents/kWh before GST and 34.78 cents/kWh including 9% GST.
Revision
Singapore's regulated electricity tariff is reviewed quarterly and can change materially from one quarter to another.
Calculator Guidance
The electricity bill should be estimated from consumption and the current tariff or actual household bill rather than a fixed S$250-S$400 condo average.
Water
Calculator Guidance
Water charges vary with consumption and the applicable PUB tariffs. Use an actual bill or current PUB tariff when modelling water costs rather than treating utilities as one universal household average.
Internet
Calculator Guidance
Broadband pricing is a commercial-provider variable. Enter the actual plan price rather than treating S$45 as a government-standard 1Gbps rate.
Transport
Adult Fares
Singapore public transport uses distance-based fares for bus and rail services. The current Public Transport Council adult card fare reaches S$2.57 for basic bus and train trips over 40.2 km.
Monthly Pass
The current Adult Monthly Travel Pass for unlimited basic bus and train rides is S$122.
Payment Methods
Adults can pay using contactless bank cards or mobile wallets and stored-value options including SimplyGo EZ-Link and other supported cards.
Calculator Guidance
S$122 is an optional monthly-pass reference, not a universal monthly cost. Users should enter their expected household transport spending based on commute pattern and travel mode.
Property Purchase
Foreign Buyer
Condominium
A foreign person can generally purchase a condominium unit in an approved condominium development without prior Residential Property Act approval.
Restricted Landed
A foreign person who is not a Singapore citizen generally needs prior approval from the Singapore Land Authority's Land Dealings Approval Unit to buy restricted residential property such as landed residential property.
Approval Conditions
Restricted-property applications are assessed case by case and can include conditions on personal occupation and property size. The foreign buyer should obtain the required approval before committing to a restricted purchase.
Stamp Duties
Bsd
Buyer's Stamp Duty is computed on the higher of the purchase price or market value. Residential BSD rates currently reach 6% on the amount above S$3 million after the applicable progressive bands.
Absd
ABSD is charged on top of BSD. Foreigners buying any residential property currently face a 60% ABSD rate, subject to applicable remission or treaty treatment.
Purchase Profile
The applicable ABSD rate depends on the buyer's profile on the purchase date and, for Singapore Citizens and PRs, the number of residential properties owned.
Seller Stamp Duty
Current Rule
For residential properties acquired on or after 4 July 2025, Seller's Stamp Duty applies when the property is disposed of within 4 years, at 16% for disposal within 1 year, 12% for more than 1 year and up to 2 years, 8% for more than 2 years and up to 3 years, and 4% for more than 3 years and up to 4 years. No SSD applies after 4 years, subject to the applicable rules.
Calculator Treatment
The calculator does not assume that SSD is zero. Users should consider SSD separately when the holding period and acquisition date create potential liability.
Property Tax
Basis
Property tax is based on the property's Annual Value, not its purchase price.
Owner Occupied Rates
Owner-occupied residential properties use progressive rates effective from 1 January 2025, beginning at 0% on the first S$12,000 of Annual Value and reaching 32% on Annual Value above S$140,000.
Ya2026 Rebate
For 2026, owner-occupied private properties receive a one-off property-tax rebate of 10% capped at S$500. HDB owner-occupied properties receive a 15% rebate.
Calculator Treatment
Because Annual Value is property-specific, enter the actual property-tax amount rather than deriving it from purchase price.
Rent Vs Buy
Rent Advantages
- Lower initial cash commitment than a property purchase.
- Greater flexibility to move between neighbourhoods or properties.
- Avoids the very large ABSD exposure that applies to many foreign residential-property purchases.
- Does not require mortgage approval or long-term property ownership.
Buy Advantages
- Provides an owned residential asset if the buyer can qualify for financing and meet applicable property-ownership rules.
- Can provide housing-cost certainty relative to future rents once financing is fixed, subject to the mortgage structure and ownership expenses.
- Allows the owner to participate in any future property appreciation, but also exposes the owner to market losses.
Foreign Buyer Warning
For a foreign individual, the current 60% ABSD can materially change the rent-versus-buy economics. A simple comparison of monthly rent against monthly mortgage payment is therefore misleading because purchase taxes, down payment, interest, property tax, maintenance, selling costs and possible SSD must also be considered.
Holding Period Rule
Short holding periods can be particularly sensitive to transaction costs, including BSD, ABSD and possible SSD. A longer holding period may spread these costs across more years, but it does not guarantee that buying will outperform renting.
Calculator Limitation
The calculator compares user-entered cash-flow assumptions. It is not a net-present-value or investment-return model unless the user separately incorporates opportunity cost, discount rate, appreciation and sale-cost assumptions.

Private Rental
- Passport or identity document as requested by the landlord, agent or property manager.
- Evidence of immigration or employment status where required for the transaction.
- Tenancy Agreement containing the negotiated rent, deposit, term, repairs and other clauses.
- Evidence of payment for agreed rent and security deposit.
Hdb Rental
- Valid identity and immigration-status documentation demonstrating tenant eligibility under current HDB rules.
- Relevant tenancy information and documents requested through the HDB rental process.
- Confirmation that the proposed rental period and tenant profile comply with HDB quota and occupancy requirements.
Schooling
- Documents requested by the particular international school or MOE admission route.
- Passport and immigration-status documents where applicable.
- Academic records and vaccination or health records only where the school or admission process requires them.
Property Purchase
- Passport/identity documentation.
- Proof of funds and financing documents required by the purchaser's bank or lender.
- Property and transaction documents required by the conveyancing lawyer.
- ABSD and BSD declarations and stamp-duty documentation where applicable.
- SLA approval documents where the foreign buyer is purchasing a restricted residential property requiring approval.
Important Caveat
There is no universal expat document checklist covering every lease, school, utility account and property purchase. Requirements vary by counterparty, immigration status, property type and transaction.
Practical Guidance
- Use actual advertised or quoted rent for the exact unit whenever possible instead of relying on a single citywide average.
- Use the school's own current fee schedule for international-school budgeting and add non-tuition charges separately.
- Budget electricity from actual consumption because the regulated tariff is revised quarterly.
- For public transport, compare actual journey fares with the S$122 adult Monthly Travel Pass rather than assuming a universal S$150 monthly cost.
- For HDB rental, check the tenant's pass validity, six-month minimum rental period and applicable non-citizen quota.
- When renting privately, negotiate the tenancy agreement carefully. A diplomatic or break clause is contractual, not an automatic expat right.
- For a foreign property purchase, calculate ABSD before comparing a mortgage payment with rent. The current 60% foreign-buyer ABSD can dominate the purchase economics.
- Check BSD and ABSD on the higher of purchase price or market value where the rules require that basis.
- For a property bought on or after 4 July 2025, account for the current four-year Seller's Stamp Duty holding period if an early sale is contemplated.
- Use the actual IRAS Annual Value for property-tax planning; purchase price is not the property-tax base.
- Do not treat a calculator result as proof that buying is cheaper, because sale price, transaction costs, financing, opportunity cost and market risk can change the outcome.
