Statutory Overview & Academic Framework
Private Education Institutions (PEIs) in Singapore provide private education programmes subject to Singapore's regulatory framework under the SkillsFuture Singapore Agency (SSG). The Enhanced Registration Framework (ERF) establishes the minimum registration standards for PEIs, including requirements concerning corporate governance, academic and examination boards, teacher qualifications, permitted courses and information disclosure. EduTrust is a separate certification scheme administered by SSG. EduTrust is not a universal accreditation requirement for every PEI: SSG states that certification is optional in general, but PEIs that offer Pathway Programmes or External Degree Programmes, or that wish to recruit foreign students on Student's Passes, must obtain the required EduTrust certification. In 2026, SSG changed the ERF registration-period framework: registrations approved from 1 January 2026 are assessed for either a 2-year or 6-year registration period, replacing the former standard 4-year period. EduTrust awards include EduTrust Star, EduTrust and EduTrust Provisional under the current certification framework; 'EduTrust 4-Year Certification' should therefore not be used as a universal synonym for EduTrust. For EduTrust-certified PEIs, the Fee Protection Scheme (FPS) protects unconsumed course fees under SSG's current fee-protection framework. PEIs without EduTrust can instead fall under the Industry-Wide Course (IWC) fee-protection scheme where applicable. The Standard PEI-Student Contract is mandatory for registered PEIs and Version 4.1 took effect from 1 July 2026. Foreign students who need a Student's Pass generally have to study at an EduTrust-certified PEI; ICA states that a non-EduTrust PEI cannot offer a placement to a foreign student who needs a Student's Pass, although a foreigner who already holds an eligible Dependant's Pass, Long-Term Visit Pass or Immigration Exemption Order may study at a non-EduTrust PEI if that existing pass remains valid. PEI courses may lead to qualifications awarded by the PEI itself or by an overseas university, depending on the approved programme. A foreign university partner's accreditation does not automatically mean that every programme delivered by a PEI has identical accreditation, professional recognition or regulatory status in every country. Students should verify the exact course, awarding institution, SSG permission, PEI registration status, EduTrust status where relevant, student contract, fee-protection arrangement and immigration requirements before paying fees.

SkillsFuture Singapore Agency (SSG)
An entity that provides or offers to provide regulated private education must register as a PEI where the Private Education Act applies.
Registered PEIs generally need SSG permission before offering regulated courses covered by the framework.
The ERF establishes minimum standards for registered PEIs.

SSG removed the former standard 4-year ERF registration period for new registrations approved from 1 January 2026 and mainstreamed a 6-year period for eligible PEIs, while retaining a 2-year route.
EduTrust Quality-Assurance Certification Scheme
EduTrust is a quality-assurance certification scheme administered by SSG for eligible Private Education Institutions.
The original statement that PEIs must hold a universal '4-Year EduTrust Star/Trust' certification was outdated and inaccurate. EduTrust certification is not simply one mandatory 4-year award, and the applicable award type and duration depend on SSG's current certification framework.
EduTrust is a Singapore regulatory quality-assurance certification. It is not the same thing as academic accreditation of an overseas university degree.
Fee Protection Scheme (FPS) & Insurance Rules
The Fee Protection Scheme protects students' unconsumed course fees in specified circumstances, including where an EduTrust-certified PEI is unable to continue operating.
FPS Group Insurance (FPS-G)

EduTrust-certified PEIs protect course fees through the applicable FPS Group Insurance arrangement, subject to the policy terms and Maximum Insurable Limit.
Industry-Wide Course (IWC) fee-protection scheme where the PEI subscribes to it
A registered PEI without EduTrust can collect no more than 2 months of course fees in advance if it does not subscribe to IWC, or up to 6 months where it subscribes to the approved IWC arrangement.
An EduTrust-certified PEI is generally allowed to collect up to 12 months of course fees at one time under the current fee-protection rules, subject to the applicable student contract and regulatory requirements.
Students at EduTrust-certified PEIs can check their Fee Protection Scheme status with the school or the relevant insurance provider.
FPS should not be described as a generic individual insurance certificate that every student receives personally. The current EduTrust framework uses group insurance (FPS-G), and the exact protection depends on the applicable policy and regulatory terms.
Mandatory Standard PEI-Student Contract Version 4.1

The Standard PEI-Student Contract sets out the course, fees, payment schedule, refund and other contractual terms between the PEI and student.
The contract records the total course fees and instalment schedule, including GST where applicable.
Each instalment may not exceed 12 months' worth of course fees under the current standard-contract framework.
Each instalment may not exceed 6 months' worth of course fees.
Each instalment may not exceed 2 months' worth of course fees.
The contract is not merely an optional form to sign after an unspecified tuition payment. Registered PEIs must use the prescribed student-contract framework, and the current Version 4.1 applies from 1 July 2026.
ICA Student's Pass e-Service Rules
ICA states that a foreigner offered placement for full-time, non-religious study at an EduTrust-certified PEI generally needs a Student's Pass unless an applicable immigration exemption applies.
ICA's current PEI Student's Pass process requires a new application online at least 2 months and not more than 3 months before the course begins.
New applications are generally processed within 1 month, and within 2 weeks for an EduTrust-accredited PEI, excluding the date of submission. Some applications may take longer.
Current ICA process uses the online e-Service.
A non-EduTrust-certified PEI cannot offer placements to foreign students who require a Student's Pass.
A foreign student who already holds a valid Dependant's Pass, Long-Term Visit Pass or Immigration Exemption Order may enrol for full-time, non-religious studies at a non-EduTrust PEI if the existing immigration status remains valid for the duration of study.
The original statement that every PEI student uses one universal CPE SOLAR workflow was outdated. ICA now uses the current Student's Pass e-Service and the exact procedure depends on the education category.
International Student Entry & Pass Qualifications
International students can apply to PEIs that legally offer the relevant programme, subject to the PEI's admissions requirements and, where immigration requires it, EduTrust/Student's Pass requirements.
Academic and English-language prerequisites are programme-specific. There is no universal IELTS or TOEFL score that every PEI requires.
A foreign student who already has an eligible Singapore immigration pass may not need a Student's Pass; otherwise the applicable ICA Student's Pass rules apply.
Additional immigration or school requirements can apply to younger students. The page should not impose one universal age or guardian rule across all PEIs.
Degree Award Structures & Overseas Partner Universities
A PEI can deliver a programme leading to a qualification awarded by an overseas university, but the awarding institution and exact qualification must be verified for the specific programme.
These examples demonstrate common partner-university models and are not a statement that every listed PEI offers every one of these universities or every qualification.
The awarding university's own accreditation and recognition do not automatically establish professional licensing or statutory recognition in Singapore.
Regulated professions such as medicine, law, architecture, engineering and allied health can have separate Singapore registration or professional-recognition requirements.
Recognition outside Singapore depends on the receiving university, professional regulator, employer or immigration authority in that country.
A partner university may award a qualification carrying its name, but the claim that the Singapore PEI programme is always legally or academically identical to every course at the overseas home campus is too broad. Check the exact programme title, award, accreditation and delivery arrangement.
Illustrative Registered Private Education Institutions
Examples of well-known PEI brands include SIM Global Education, Kaplan Higher Education Academy, PSB Academy, MDIS and Amity Global Institute. The list is illustrative rather than an official ranking or quality classification.
PEI registration, EduTrust status and course permission should be checked for the exact legal institution and course rather than relying only on a brand name.
Admissions & Contractual Formalities
Admission is determined by the PEI and the exact course. Typical requirements can include prior academic qualifications, English-language ability and programme-specific prerequisites.
International applicants must also satisfy ICA immigration requirements where a Student's Pass is needed.
Before enrolment and fee collection, the student should receive and review the applicable Standard PEI-Student Contract.
Students should verify that the exact course is permitted under SSG's regulatory framework.

PEI tuition fees are institution- and programme-specific. The page intentionally does not invent a standard national tuition range.

Degree Recognition & Professional Registration
The final qualification is determined by the programme and awarding institution stated in the student contract and official course information.
A degree or diploma from a PEI or overseas university partner does not automatically create a licence to practise a regulated profession in Singapore.
Graduation from a PEI does not automatically create a Singapore work right or Employment Pass. Employment is subject to the prevailing MOM work-pass rules.
Global recognition should be assessed by the actual awarding institution, professional regulator and receiving organisation, not merely by the Singapore PEI's EduTrust status.
