MOM Letter of Consent (LOC) & PLOC for LTVP Spouses Guide 2026
Complete official 2026 guide to MOM Letter of Consent (LOC) & Pre-Approved LOC (PLOC) for LTVP/LTVP+ spouses of Singapore Citizens & PRs. Explains hiring rules, salary exempt status, & LOC application steps.
Overview & Statutory Background
A Letter of Consent (LOC) or Pre-approved Letter of Consent (PLOC) issued by the Ministry of Manpower (MOM) allows foreign spouses of Singapore Citizens or Permanent Residents holding a Long-Term Visit Pass (LTVP or LTVP+) to work legally in Singapore without being subject to standard Employment Pass (EP) COMPASS salary points, foreign worker levies, or dependency ratio quotas (DRC). Following MOM's policy updates, LTVP/LTVP+ holders sponsored by Singaporean spouses enjoy streamlined work authorization, allowing employers to hire them through a simple, fee-free online LOC application via EP Online. This guide outlines PLOC eligibility, LOC employer application steps, business owner sole proprietorship rules, and work pass exemptions.
Evaluation Criteria & Points Breakdown
Applies to foreign spouses of Singapore Citizens (SC) or Permanent Residents (PR) holding an LTVP or LTVP+ issued by ICA. Dependant's Pass (DP) holders of EP holders are not eligible for LOC and require their own EP/S Pass/Work Permit.
Employers hiring an LTVP spouse on an LOC do NOT pay monthly Foreign Worker Levies (FWL) and the employee does NOT count against the company's foreign worker quota (Dependency Ratio Ceiling).
Eligible LTVP/LTVP+ applicants can opt for a Pre-approved LOC (PLOC) during their ICA LTVP application, allowing them to start work immediately with any employer upon showing their PLOC card.
LTVP spouses who own at least 30% shares in a Singapore ACRA registered company or sole proprietorship can apply for an LOC to manage their own business, provided the business employs at least 1 SC/PR earning S$1,400+.
LOC applications are submitted online by the hiring employer via MOM's EP Online portal. Processing is 100% free of charge and typically approved within 1 week.
Foreign LTVP holders working on an LOC are not Singapore Citizens or PRs, so employers are not required to make CPF contributions (though net salary can be negotiated higher).
