Liquidated Damages Interest
The current published institutional/MOE-linked Tuition Grant material describes liquidated damages as the total Tuition Grant received plus 10% compounded interest per annum when the relevant obligations are not fulfilled. The exact contractual calculation and date of default should be taken from the Tuition Grant Agreement.

Tuition Grant
Purpose
MOE Tuition Grant reduces tuition fees for eligible students at participating publicly funded institutions.
Eligibility
- Singapore Citizens are generally automatically covered by the highest Tuition Grant tier for eligible full-time MOE-subsidised programmes, subject to programme and prior-grant rules.
- Singapore Permanent Residents and international students may be offered Tuition Grant subject to the institution's programme eligibility, citizenship category, available grant allocation and MOE rules.
- The student must complete the Tuition Grant application/registration process and execute the Tuition Grant Agreement where required.
No Universal Percentage
There is no single official 'approximately 50%' Tuition Grant percentage that applies across all international students. The financial benefit depends on the programme's non-subsidised fee, applicable subsidised fee and the student's citizenship category.

Duration
The Tuition Grant is generally provided up to the normal course duration, subject to the student's eligibility and prior Tuition Grant or government-subsidy history.
Previous Study Warning
Previous Tuition Grant or government-subsidised studies can reduce or eliminate eligibility for another grant-supported programme.
Service Obligation
Who
Permanent Residents and international students who accept a Tuition Grant are required to sign the Tuition Grant Agreement and, after graduation, fulfil the service obligation.
Duration
3 years.
Employment Rule
The recipient must secure employment and work for a Singapore entity for 3 years upon graduation.
Employment Timing
The obligation is a post-graduation service obligation. It is not a requirement that the student work in Singapore throughout the academic programme.
Scope
Use the exact Tuition Grant Agreement for the student's intake and institution to determine how eligible employment, deferment, termination and other circumstances are treated.
Graduation Warning
The three-year obligation should not be described as an immigration work visa or as a guarantee of employment. Students must independently secure qualifying employment and remain compliant with the contractual agreement.

Additional Restrictions
- A surety must not be a Tuition Grant or scholarship recipient with an outstanding bond obligation.
- A surety must not be a surety of another Tuition Grant or scholarship recipient who has failed to fulfil the bond obligation.
- The student cannot act as their own surety.
Current Signing Method
For 2026 Tuition Grant exercises, institutions such as Republic Polytechnic state that Tuition Grant Agreements are signed digitally, with further instructions provided by the institution.
Joint Liability
The Tuition Grant recipient and sureties can be jointly liable for applicable liquidated damages under the Tuition Grant Agreement.
Liquidated Damages
Rule
Where the recipient fails to fulfil the applicable Tuition Grant obligations, liquidated damages are based on the Tuition Grant received during the programme plus 10% compounded interest per annum.
Calculation Base
Use the actual Tuition Grant received, including the grant amount stated under the applicable agreement, rather than assuming the damages equal the entire original tuition bill.

For IHL applications, submit the Student's Pass application online at least 2 months and not more than 3 months before the course begins.
Processing
ICA's current IHL service standard is within 1 week, or within 2 weeks if a visa is required, excluding the date of submission. Some applications may take longer.

Term Time

Eligible full-time matriculated or registered students at specified institutions can work during vacation without a work pass, subject to MOM's criteria.

After Graduation
