Statutory Overview & Academic Framework
A foreigner who is accepted as a full-time student at an eligible Singapore educational institution generally needs a Student's Pass issued by the Immigration & Checkpoints Authority (ICA), unless an applicable immigration exemption applies. ICA's current 2026 process is organised through its online e-Service and institution-specific procedures rather than a universal student-facing SOLAR workflow. The legacy name 'SOLAR' remains important because it is the historical name of Singapore's Student's Pass On-Line Application and Registration system, and older university instructions may still use SOLAR terminology, but the current ICA service pages direct applicants to the relevant Student's Pass e-Service. For students admitted to Singapore's six local universities and other Institutes of Higher Learning (IHLs) listed by ICA, a new Student's Pass application is generally submitted online at least 2 months and not more than 3 months before the course begins. ICA's current IHL process requires a Registration Acknowledgement Letter and supporting personal, education, residence and financial information. The current processing fee is S$45 and is non-refundable. ICA states that IHL applications are generally processed within one week, or within two weeks if a visa is required, excluding the submission date, although some applications can take longer. If approved, ICA issues an In-Principle Approval (IPA) letter. Where the applicant needs an entry visa, the visa is included in the IPA; the IPA itself does not guarantee entry, because admission is determined by ICA at the checkpoint. Before the Student's Pass is issued, the applicant must complete the formalities required by ICA and submit a medical examination report if it is applicable to that application. From 27 February 2023, Student's Passes have been issued digitally rather than as physical cards; after formalities, the digital pass can be retrieved through FileSG and viewed in Singpass after the applicable processing time. The rules for working while holding a Student's Pass are separate from ICA immigration approval and are administered by the Ministry of Manpower (MOM). Eligible full-time students at specified institutions, including NUS, NTU, SMU, SUTD, SIT and SUSS, may work without a work pass during term time for no more than 16 hours per week or where the work is an industrial attachment/internship that contributes to graduation requirements. Eligible students at specified institutions may also work during vacations subject to MOM's conditions. Exchange students are not permitted to work under this exemption. Attendance is also important: ICA school forms require schools to monitor attendance and state that a Student's Pass may be cancelled or not renewed where the student fails to attend classes for 7 consecutive days without valid reason or has attendance below 90% in a month without valid reason, subject to the applicable school and ICA process.

Who Requires an ICA Student's Pass
A foreigner accepted as a full-time matriculated or registered student at an ICA-listed Institute of Higher Learning generally needs a Student's Pass.
The original wording 'all foreign nationals accepted into full-time educational programs must hold a Student's Pass' was too broad because ICA expressly identifies immigration-status exemptions.
Current Application System
ICA Student's Pass e-Service
SOLAR historically means Student's Pass On-Line Application and Registration. Older institutional instructions may still refer to SOLAR or SOLAR+, but current ICA service pages for IHL applications direct students to the present online e-Service.
The institution provides the Registration Acknowledgement Letter and other information required for the application. The exact institution-side workflow is not identical across every category of school.
Do not state that every applicant in 2026 personally receives a SOLAR reference number and universally completes eForm 16 through a public SOLAR portal. ICA's current IHL page presents the application as an online e-Service process.
Application Timing
Apply online at least 2 months and not more than 3 months before the course begins.
The applicant does not need to be in Singapore while the application is being processed. ICA recommends applying before arriving because the applicant cannot extend the stay while the Student's Pass application is being processed.
If approved, the applicant can enter Singapore to complete the formalities required to issue the Student's Pass.
The original '1 to 2 months prior' wording was incomplete. ICA's current IHL rule is a defined application window of at least 2 months and not more than 3 months before the course begins.
ICA Processing & Pass Issuance Fees

A student who needs all three charges would pay S$135 across processing, Student's Pass issuance and the applicable Multiple Journey Visa. However, the S$30 visa charge is not universal.

The original '1–2 weeks or up to 4 weeks during July/August peak admissions' statement was not adopted because the current ICA IHL page gives a one-week normal period and two-week period where a visa is required, while noting that some cases take longer.
In-Principle Approval (IPA) Letter & Entry Formalities
ICA issues an In-Principle Approval (IPA) letter when the Student's Pass application is approved.
If the applicant requires a visa to enter Singapore, the visa will be automatically included in the IPA letter.
The IPA letter does not guarantee entry into Singapore or a particular length of stay. ICA determines admission and the applicable immigration visit pass at the checkpoint.
A student who requires a visa should produce the IPA letter at immigration clearance as instructed by ICA.
The original phrase that an IPA is simply a 'single-entry visa' was too broad. It can include the entry visa where one is required, but the IPA itself is not a guarantee of entry or stay.

The applicant must bring the documents specified in the IPA letter and follow ICA's formalities requirements.
A Medical Examination Report must be downloaded and submitted if applicable to the application. It should not be described as a universal HIV/chest-X-ray requirement for every Student's Pass applicant.
ICA may require biometric enrolment as part of completion of formalities; the applicable process depends on the student's case and enrolment arrangement.
Digital Student's Pass Issuance & Pass Holder Rules

Digital Student's Pass only
After completion of formalities at the ICA Services Centre or school enrolment, ICA sends information to the email address given in the application for retrieving the digital Student's Pass.
The original claim that the digital pass appears directly in the MyICA app as the only retrieval route was too narrow. ICA currently provides FileSG, MyICA and Singpass retrieval options.
Term-Time Work Exemption Rules (16 Hours/Week)
Student's Pass holders are not automatically entitled to work in Singapore. They may work without a work pass only when they satisfy the specific MOM exemption requirements.
Maximum 16 hours per week
Instead of the 16-hour limit, work may be permitted where it is an industrial attachment or internship conducted by the university or educational institution and contributes towards graduation requirements.
The original statement that only full-time undergraduates at Singapore's six Autonomous Universities receive the 16-hour exemption was too narrow. MOM's current list covers additional institutions, and the exemption is not limited simply by the word 'undergraduate'.
Students from institutions on MOM's vacation-work list may work during official vacation without a work pass when they meet MOM's conditions.
For the vacation-work exemption, MOM currently states that the student must be aged 14 or above.
The vacation-work exemption is separate from term-time work and uses a different institutional list and age condition.
Exchange students in Singapore are not allowed to work under the Student's Pass work-pass exemption.
The original page did not distinguish exchange students from eligible full-time students.
Once a Student's Pass expires after completion of studies, the graduate needs an appropriate work pass to work in Singapore. The employer must apply for the relevant work pass.
Mandatory 90% Attendance & Compliance Rules
ICA's school information form requires institutions to monitor attendance and states that schools undertake to ensure students do not fail to attend classes continuously for 7 days or more without valid reason and do not have attendance below 90% in any month without valid reason.
Where those attendance requirements are not met, the school must inform ICA and the Student's Pass may be cancelled or not renewed.
The original statement that every Student's Pass holder simply has a universal '90%+ rule' with automatic cancellation was too absolute. The current source places the monitoring and reporting obligation on the school and describes cancellation/non-renewal as a possible consequence.
Student's Pass holders must comply with the conditions of the pass and remain engaged in the approved course of study.
Working without the required work-pass exemption or work pass is unlawful and can result in immigration and employment consequences.
Fees And Costs
The S$135 figure applies only when the applicant incurs all three ICA charges: S$45 processing, S$60 issuance and S$30 Multiple Journey Visa. The visa charge is not universal.

The exact Student's Pass application process can differ between IHL categories. Do not use the procedure for one category as a universal procedure for every foreign educational institution in Singapore.

The educational institution provides the Registration Acknowledgement Letter and the information needed for the Student's Pass application.
Prepare the ICA information and supporting documents
Prepare the travel-document biodata page, education and employment history, residence information, financial-support details, photograph and other documents requested for the student's category.
Submit the current ICA Student's Pass e-Service application
For IHL applications, submit online at least 2 months and not more than 3 months before the course begins. Do not rely on an old SOLAR reference-number workflow unless the institution specifically instructs you to do so.
Pay the S$45 processing fee
The Student's Pass processing fee is non-refundable and can be paid using the payment methods published by ICA.

For IHL applications, ICA states that processing is generally within one week, or within two weeks where a visa is required, excluding the submission date. Some applications can take longer.
Receive and read the IPA letter if approved

Submit the medical report if applicable and complete biometrics/formalities
Follow the exact checklist in the IPA and ICA instructions. A medical examination is not a universal identical requirement for every applicant.
Pay issuance and visa fees where applicable
The Student's Pass issuance fee is S$60 and a S$30 Multiple Journey Visa fee applies only where applicable.
Retrieve the digital Student's Pass
After formalities, follow ICA's instructions to retrieve the digital Student's Pass via FileSG, MyICA or Singpass.

ICA requires original documents and official translations for documents that are not in English.
A passport validity period of 'at least 6 months' should not be stated as a universal Student's Pass application rule unless the specific immigration document requirement supports it. ICA's current IHL checklist instead specifies the travel-document biodata page and other required information.
