The words 'foreign university campus' do not by themselves identify the Singapore legal/regulatory status of an institution.

ESSEC states for its Master in Finance that the recognised BAC+5 degree with Master’s Grade is valid whether the programme is taken at the France or Singapore campus. ESSEC makes similar campus-specific recognition statements for other programmes, so the exact qualification should be checked programme-by-programme.
