The Department of State's digital visa-image rules provide the technical standards used by this crop tool. USCIS photo requirements can differ by form and whether the filing is paper or online:

  • Background: Plain white or off-white background with no distracting shadows.
  • Expression: Follow the applicable visa/passport rule; visa photos generally require a neutral expression with both eyes open.
  • Accessories: Eyeglasses are generally not permitted for visa photos except rare medical circumstances. Religious head coverings may be allowed when worn daily, with the full face visible.
  • Lighting: Even lighting, no distracting shadows, and a clear/in-focus image.

For the Department of State digital-image requirements, the image must be square, at least 600x600 pixels and no more than 1200x1200 pixels, JPEG, and no more than 240 kB. The digital template uses a head height of 50%-69% of the image height and eye height of 56%-69% measured from the bottom of the image.

Eyeglasses are generally not allowed in new U.S. visa photos, except in rare medical circumstances when they cannot be removed. A signed medical statement is required in the applicable exception, and the frames, glare, and shadows must not obscure the eyes.

For U.S. visa photos, the physical 2x2-inch photo uses a head height of 1 to 1-3/8 inches and eye height of 1-1/8 to 1-3/8 inches from the bottom. For the Department of State digital-image template, the corresponding head-height range is 50%-69% and eye-height range is 56%-69% from the bottom. USCIS forms may have form-specific photo instructions.

The Department of State's Digital Image Requirements specify a maximum of 240 kB for qualifying digital visa images. This page should not treat 240 kB as a universal USCIS online-upload limit because USCIS photo/upload requirements can vary by form and filing method.

A hat or head covering that obscures the hair or hairline is generally not permitted unless it is worn daily for a religious purpose. The full face must remain visible and the covering must not cast shadows on the face. Other photo rules depend on the applicable document or agency.
