Accreditation is facility-specific

Joint Commission International (JCI) is an international healthcare accreditation programme, but there is no UAE-wide rule that every hospital must hold JCI accreditation.

Accreditation can also differ by facility, service line, laboratory or programme. For example, American Hospital Dubai and University Hospital Sharjah publicly describe JCI accreditation, while EHS publishes separate accreditation information for individual hospitals.

Government, private and network distinctions

  • Government / public: may be operated through Dubai Health, SEHA or EHS depending on the emirate.
  • Private: privately operated facilities have their own appointment, payment, insurer and referral policies.
  • Network: a hospital may be part of a larger healthcare group while still being licensed and regulated by the competent emirate authority.
  • Accreditation: accreditation is not the same thing as government licensing or regulatory approval.

Dubai Healthcare City (DHCC)

Dubai Healthcare City is a dedicated healthcare and wellness free-zone ecosystem in Dubai. It includes healthcare operators and facilities that are regulated through the Dubai Healthcare City Authority – Regulatory framework.

DHCC should not be confused with Dubai Health’s wider emirate-wide hospital network. A facility’s exact licence and scope should be checked through the competent regulator.

Dubai Health maintains the Dubai Medical Registry for facilities, the Department of Health – Abu Dhabi provides the Abu Dhabi regulatory framework and facility information, and Emirates Health Services publishes its current public-hospital network. A hospital page or commercial directory should not be treated as proof of current licensing by itself.

No. JCI is one international accreditation programme, not a UAE-wide mandatory accreditation for every hospital. Accreditation status is facility-specific and can change. Some facilities explicitly publish current or historical JCI accreditation, while others may use different accreditation or certification systems. Check the hospital’s current official accreditation information and the competent regulator rather than applying a percentage to all UAE hospitals.

Call 998 for an ambulance or go to the nearest appropriate emergency department. UAE official emergency guidance lists 998 for ambulance, 999 for police and 997 for civil defence. In Abu Dhabi, the Department of Health’s current emergency-department standard requires emergency departments to clinically triage and treat potential medical emergencies regardless of insurance, residency status, nationality or ability to pay.

There is no single UAE-wide referral rule for every private hospital and specialty. Some hospitals allow patients to request specialist appointments directly, while an insurance plan may require a referral or prior authorisation for a covered service. Confirm both the hospital’s booking policy and your insurer’s network or referral requirements before the appointment.

Do not rely only on the hospital name appearing on an insurer website. Confirm the exact facility, branch, network tier, specialty, referral requirement, co-payment, pre-authorisation rules and whether the service is inpatient or outpatient. The safest approach is to check the insurer’s current provider network and then confirm coverage with the hospital’s insurance desk before planned admission or treatment.

For planned care, take your Emirates ID or passport, health-insurance card or digital insurance details, referral or authorisation documents when required, and relevant medical records, medication lists, allergy information and previous test results. In an emergency, do not delay urgent treatment while searching for documents; provide identification and insurance information as soon as practical.
