Important: Humanitarian status, charity membership or a donation does not by itself guarantee Golden Residency. The relevant statutory category, contribution evidence and government recommendation must be satisfied.

MOCD Recommendation / Competent-Authority Process Not Confirmed
Cabinet Resolution No. 65/2022 states that the Humanitarian Pioneers Golden Residence is based on a recommendation from the Ministry of Community Development in coordination with competent federal and local authorities.

What counts as a Humanitarian Pioneer?
Cabinet Resolution No. 65/2022 does not define the category simply as “any volunteer.” It covers people with outstanding and tangible contributions to humanitarian work, including recognised organisational work, humanitarian awards, distinguished volunteering and financial support.

Humanitarian donor route
Financial supporters of humanitarian work have a separate statutory threshold. The federal regulation requires support of at least AED 2,000,000. This should be documented as qualifying humanitarian support; ordinary charitable donations below that amount should not be marketed as automatically creating Golden Residency.
Humanitarian awards and recognition
The award-recipient category is distinct from the five-year organisation-member categories and the volunteer category. The federal regulation refers to appreciation or merit awards from a local, regional or international institution specialised in humanitarian work.

Volunteer route
Current ICP guidance lists completion of at least 500 volunteer hours as an evidence route for Humanitarian Pioneers. The federal regulation separately classifies distinguished volunteers. Therefore the presence of 500 hours should be treated as strong published screening evidence, not as a promise that every volunteer with exactly 500 hours automatically receives the Golden Residence.

General Golden Residency benefits
10-year residence
ICP specifically identifies Humanitarian Pioneers as a 10-year Golden Residency category.
Family residence
Current ICP Golden Residency guidance permits residence permits for spouse and children.
No ordinary sponsor
Golden Residency is a long-term residence framework that does not require the ordinary UAE sponsor arrangement.
Practical application workflow
Identify category
Organisation member, civil-association worker, award recipient, distinguished volunteer or financial supporter.
Collect evidence
Service history, volunteer hours, humanitarian awards, donor records and organisational documentation.
Obtain recommendation
Follow the MOCD recommendation process and required competent federal/local authority coordination.
Submit through ICP
Apply through ICP Smart Services / Smart App and complete the final residence procedures.
