National Program for Coders
The UAE Government's National Program for Coders is an official national initiative designed to develop and attract coding talent. Its official programme page states that it seeks to attract and train 100,000 coders, support entrepreneurs and startups, and grant Golden Visas to the world's best coders.
Digital-technology talent: current legal basis
Cabinet Resolution No. 65 of 2022 places “talented persons in the field of digital technology” inside the exceptional-talent Golden Residence framework. Article 12 states that digital-technology talent requires recommendation or approval from the UAE Council for Artificial Intelligence and Digital Transactions.

AI, robotics and data professionals
AI engineers, machine-learning specialists, robotics professionals and data scientists should not be treated as one automatic visa class. Depending on the person and evidence, the applicant may fit digital-technology talent or another specialised-expertise category. Current ICP also separately lists specialists in priority scientific and engineering fields within the 10-year exceptional-talent and specialised-expertise framework.

Tech startup founder route — current 5-year category
Technology founders should use the entrepreneur category when the facts fit that route. The current implementing regulation provides several qualifying alternatives rather than a blanket AED 2 million valuation rule.

Golden Residency is a long-term residence system that does not require the ordinary sponsorship arrangement.
Family residence
Current ICP guidance confirms residence benefits for spouse and children.
Long-term status
Digital-technology talent falls within the 10-year exceptional-talent framework; entrepreneur residence is 5 years.
Staying outside the UAE for more than six months
The ordinary UAE residence rule generally involves a 180-day limit, but current official guidance specifically says Golden Residence holders are an exempted category and can enter the UAE at any time while the Golden Residence remains valid.
