Important terminology: the immigration service is a Status Adjustment / Status Amendment. It is not an “Emirates ID status change”. Emirates ID is part of the subsequent residence-identification process.
Do not treat AED 1,100 as the universal status-change fee
Current ICP information identifies AED 500 as a Status Adjustment fee component. The complete cost varies by residence/visa category because separate application, residence-permit, smart-service, insurance, guarantee and other charges may apply.
What Status Adjustment actually means
ICP's current residence-issuance service expressly provides for a Change of Status request within the country for AED 500after the previous residence permit has been cancelled and a new visa has been issued, where the applicant needs to complete the residence procedure without leaving the UAE.
Dubai has its own immigration authority, GDRFA Dubai, and the current GDRFA website continues to list Status Adjustment as a Dubai immigration service. The detailed Dubai transaction should therefore be checked through GDRFA rather than assuming that every Dubai case uses an ICP fee schedule.

Official residence-processing sequence
Cancel / terminate old status where required
The previous residence or entry status may need to be cancelled before the new immigration status can be completed.
New visa / residence approval
The sponsoring employer, family sponsor, investor or other qualifying party obtains the applicable new visa or residence permission.
Status Adjustment when eligible
If the person is inside the UAE and the service permits it, the status can be adjusted without leaving the country.
Medical fitness where required
Applicants in categories requiring medical fitness testing must complete the prescribed examination.
Emirates ID application and biometrics
The applicant completes the Emirates ID application and any fingerprint/signature requirements applicable to the record.
Residence permit issuance
The residence permit is issued through the immigration service, with the Emirates ID subsequently issued through the linked identity process.
Current 60-day rule
ICP currently states for relevant residence-entry categories that the foreigner must complete the residence-issuance procedures within 60 days from the date of entry into the UAE. If the residence permit is not finalised within the applicable period, the relevant delay/overstay fines can apply.

Airport-to-airport visa changes
“A2A” is commonly used by travel/visa businesses to describe leaving the UAE by air and returning after a new entry permit is available. It is not a single government fee category with one fixed price.
Before departure
Confirm the new UAE entry permit is approved or that the issuing process is expressly compatible with the travel plan.
Airline requirement
The airline must be able to board the traveller using the passport, travel document and current entry permission.
Destination rules
Any transit/entry permission required by the destination country remains the traveller's responsibility.
Oman land-border travel
Travelling by land to Oman and returning to the UAE is a possible travel strategy in some cases, but it is not a universal visa-status change service. Whether it works depends on the traveller's nationality, passport validity, current UAE status, Oman entry entitlement, border arrangements and the new UAE entry permit.
