UAE Diplomatic, Special & Mission Passports

A detailed 2026 guide to UAE official passport categories, eligibility, MoFA procedures, international privileges and the limits of diplomatic immunity.

Critical distinction: an official passport is a travel document. Diplomatic immunity is a separate question governed by the holder's accredited diplomatic status and applicable international law.

UAE official passport framework

Federal Law No. 17 of 1972 on Nationality and Passports, as amended, distinguishes ordinary and temporary passports from diplomatic, special and service passports. The current legal text assigns diplomatic, special and service-passport issuance to the Ministry of Foreign Affairs, while ordinary passports fall within ICP's ordinary-passport authority framework.

The law contains detailed categories for Diplomatic and Special Passports. The current MoFA digital service framework uses the terminology Diplomatic, Special and Mission Passportand provides dedicated issuance, renewal, replacement and cancellation services.

The exact entitlement is therefore determined by the legal category, the official role or assignment and the authorised government procedure. It should not be inferred merely from a job title or from the appearance of a passport.

Who is listed in the UAE law?

The original simplified lists of “ministers, ambassadors and senior officials” are incomplete. Articles 28–31 of Federal Law No. 17 of 1972 contain separate statutory categories.

Diplomatic immunity is not a passport feature

One of the most important corrections on this page is the distinction between an official travel document and diplomatic status.

  • The Vienna Convention protects an accredited diplomatic agent, not merely a person carrying a diplomatic-looking travel document.
  • Article 29 of the Convention gives a diplomatic agent personal inviolability and protection against arrest or detention by the receiving State.
  • Article 31 provides immunity from the receiving State's criminal jurisdiction and specified civil/administrative jurisdiction, subject to exceptions.
  • Article 32 allows the sending State to waive immunity, and waiver must be express.
  • Immunity does not remove the diplomatic agent from the jurisdiction of the sending State.

When does diplomatic immunity apply?

The Convention provides that privileges and immunities generally begin when the person enters the receiving State to take up the post or, if already there, when the appointment is notified to the foreign ministry or agreed authority.

When the diplomatic function ends, the privileges normally cease when the person leaves the receiving State or after a reasonable period for departure. Immunity for official acts performed during the mission continues according to Article 39.

Diplomatic bag, personal baggage and customs

Diplomatic bag

Article 27 says the diplomatic bag must not be opened or detained and must bear visible external marks. It may contain only diplomatic documents or articles intended for official use.

Diplomatic courier

A diplomatic courier with the required official document receives personal inviolability and protection while carrying out the courier function.

Personal baggage

Article 36 provides customs privileges for qualifying diplomatic agents, but personal baggage is not absolutely immune from every possible inspection. Serious grounds can permit inspection in the Convention's specified circumstances.

Passport privileges versus diplomatic privileges

Current MoFA issuance process

  1. The authorised government entity accesses the MoFA service using the credentials provided for the government process.
  2. The entity submits the application and required supporting documents.
  3. MoFA sends confirmation of successful submission.
  4. MoFA processes the official passport application under the applicable eligibility framework.
  5. The passport is prepared for receipt/delivery through the approved government process.

MoFA's current issuance service lists a requesting-entity letter and a recent colour photograph as required documents. The current FAQ additionally describes supporting documents such as the applicable decree/decision where entitlement is based on a position, Emirates ID, ordinary passport and family-book documentation.

Renewal, replacement and cancellation

The current MoFA service is called “Diplomatic, Special and Mission Passport Issuance” and is available through the authorised government process.

MoFA maintains dedicated renewal and replacement services for diplomatic and special passports and the broader diplomatic, special and mission framework.

Cancellation

MoFA has a distinct cancellation service. Its current service instructions include submitting the passport and identify a two-working-day completion period.

Visa and travel privileges

Diplomatic and special passports can facilitate official travel, but the exact entry treatment is country-specific. UAE MoFA itself provides destination-specific travel requirements for Emirati travellers, and foreign missions can require diplomatic notes, official letters or other protocol documents.

Why the original “red / green / blue” model is not enough

Passport appearance can be useful for identifying a document, but it should not be used as the primary legal explanation. The current authoritative material focuses on the legal passport category, eligibility and issuing authority. The Federal Law expressly delegates determination of passport forms and data to the relevant federal authority in agreement with the Minister of Foreign Affairs.

For that reason, this guide intentionally avoids presenting cover colour as a legally exhaustive classification or as proof of the holder's immunity or travel rights.

No. The passport is an official travel document, while diplomatic immunity arises from the holder’s diplomatic status and the applicable rules of international law, including accreditation in the receiving State under the Vienna Convention on Diplomatic Relations. The Convention provides personal inviolability and jurisdictional immunities to diplomatic agents subject to its conditions, exceptions and waiver rules. A passport alone should therefore not be described as an automatic source of blanket immunity.

No. There is no safe universal “visa-free everywhere” rule. Entry requirements depend on the destination country, bilateral or multilateral arrangements, the holder’s status, the purpose of travel and the documents or diplomatic notes required by the destination. UAE diplomatic and official passports can receive preferential treatment in some countries, but the applicable rule must be checked for the specific destination and passport category.

The Vienna Convention provides that the person of a diplomatic agent is inviolable and that the agent is not liable to arrest or detention by the receiving State. Article 31 provides immunity from the receiving State’s criminal jurisdiction and, subject to listed exceptions, civil and administrative jurisdiction. The Convention also protects the diplomatic mission and diplomatic bag and provides specific customs and tax privileges. These protections are subject to the Convention’s conditions, exceptions, accreditation requirements and waiver provisions.

MoFA provides separate official services for issuance, renewal, replacement and cancellation of Diplomatic, Special and Mission Passports. The current MoFA service pages show government-entity access controls and a standard service completion duration of two working days for the relevant services. Cancellation is a distinct process that requires submission of the passport. Holders should follow the requesting government entity and MoFA procedure rather than assuming that a mission passport automatically remains valid indefinitely after an assignment.
