UAE Passport Renewal Framework
The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) provides the UAE national passport issuance and renewal services.
ICP's current renewal service allows a citizen to renew when the existing passport has expired or has one year or less remaining before expiry. Citizens residing outside the UAE use the separate overseas-renewal service.

ICP also lists fee exemptions for specified categories, including persons covered by the Social Security Law, people of determination, individuals with autism and cases involving material errors attributable to the authority.

ICP began issuing 10-year passports to UAE citizens aged 21 and above from 8 July 2024; the 5-year validity remains for citizens under 21.
When Can I Renew?
ICP's current renewal service can be requested when the passport has expired or has one year or less remaining before expiry.
ICP's current official service specification expressly permits renewal when the passport has 1 year or less remaining before expiration.
How to Renew Your UAE Passport Online

Passport Photo Requirements
- Recent personal photograph.
- Must comply with ICAO-approved standards.
- The new image must not be identical to the current passport photograph.
- ICP's overseas service specifies a 3.5 × 4.5 cm photograph with a white background.
Emirates ID / Biometrics
ICP states that applicants over 15 must have the required signature and fingerprint registered on the Emirates ID. Where required, the applicant may need to complete fingerprint and signature procedures through an ICP service centre.
This requirement is separate from the passport photograph requirement.
Renewing a UAE Passport While Abroad
UAE nationals outside the country use ICP's separate “Renew Passports of UAE Nationals Abroad” service. Current ICP guidance says that the applicant can apply when the passport has expired or has one year or less remaining.

Emergency Return Document for Citizens Abroad
A citizen whose ordinary passport has expired, been lost or been damaged while abroad can use the MoFA electronic Return Document service in qualifying emergency circumstances. This service is designed to facilitate return to the UAE; it is not a replacement for ordinary passport renewal.
