Documents: why old checklists can mislead you
Older guides commonly list a long chain involving home-country education authority attestation, home-country foreign ministry attestation, UAE Embassy attestation, UAE MOFA attestation, transcript, travel-movement report, UAE residence documents and other items as though the same checklist applies to everyone.
MoHESR announced in 2025 that the redesigned recognition process reduced the required documents from 14 to four and increased electronic retrieval and verification. The current service then asks the applicant questions and generates the applicable document list.

Golden Visa and employment: when recognition may matter
Qualification recognition should not be described as a universal prerequisite for every UAE job or every Golden Visa category. Requirements depend on the receiving authority and the exact immigration or professional category.
Outstanding university graduates
Current ICP guidance provides specific conditions for outstanding university students and graduates, including academic-performance and graduation-period requirements. Foreign-university cases also have university-ranking conditions and degree-accreditation requirements.
Executive directors
The current federal Golden Residency information lists an accredited university degree, relevant experience, an employment contract and a salary threshold for this category.
Specialist scientific / engineering fields
ICP lists degree and employment-related evidence for specified priority scientific and engineering specialists. The exact required document depends on the Golden Residency category.
Online, distance and blended degrees
The old statement that online degrees are automatically eligible once the university appears on an “approved online universities portal” with fixed attendance or hybrid thresholds is not supported by the current 2025 recognition material used for this guide.
The current recognition framework focuses on the authenticity of the qualification, the legal and accreditation status of the awarding institution and compliance with the applicable recognition rules. The Ministry's recognition records also identify the mode of study for a qualification, showing that study mode can be part of the recognition assessment.
