What MOFA attestation actually does
The UAE Ministry of Foreign Affairs describes attestation as a service that certifies the authenticity of signatures and seals on documents issued inside or outside the UAE. The correct attestation route depends on the issuing authority, document type and destination country.
MOFA attestation is not the same as academic equivalency. Attestation authenticates the document; an academic-equivalency or qualification-recognition service addresses whether an educational qualification satisfies the applicable academic-recognition rules.

Foreign Educational Certificate Used in the UAE
Foreign educational certificates must satisfy the applicable issuing-country certification/legalisation requirements and the UAE Mission/document-attestation route before they can be used in the UAE. MOFA attestation is different from academic equivalency or qualification recognition.

Foreign document attestation for use in the UAE
Foreign-issued documents follow a different process from UAE-issued digital documents. The exact country-side certification depends on the document and the issuing country.
Prepare and authenticate the document in the issuing country
The document must first satisfy the competent-authority/legalisation requirements of the country where it was issued. For an educational certificate, this may involve the relevant education authority; personal documents can have different issuing-country requirements.
UAE Mission / Embassy stage
For documents issued outside the UAE, the UAE Mission abroad may provide the applicable attestation/legalisation service. MOFA instructs users to check the UAE Mission in the relevant country because availability and procedure can differ by mission.

Complete the applicable UAE MOFA attestation service through the route assigned by the Ministry for the document.

Foreign degrees, diplomas and educational certificates can require authentication through the issuing-country authorities and UAE Mission before UAE MOFA use.
Attestation does not equal equivalency. If an employer, regulator, school or government authority requires formal academic recognition, that is a separate process.

MOFA's personal-document category includes documents such as birth certificates, death certificates, marriage certificates, police-clearance certificates, medical reports and personal powers of attorney.
Whether a particular certificate must be attested depends on the UAE service for which the document is being submitted. Do not state that every family-visa application automatically requires every family document to be MOFA-attested.
Commercial documents
MOFA identifies commercial documents separately from personal-status documents. Current MOFA guidance lists agreements/contracts, trade-registration documents, manager appointments, board or partners' resolutions, commercial powers of attorney, trade licences, shareholder certificates and other corporate documentation within the commercial-document category.

Can MOFA attestation be completed online?
This question requires an important distinction.
Eligible UAE-issued digital documents
Current MOFA Digital Attestation is available only for eligible original digital documents issued in the UAE that contain an electronic verification feature such as a QR code, barcode, reference number or verification link.
The approved route can be completed electronically and the digitally attested document can be downloaded after completion.
Foreign-issued documents
Foreign-issued documents are not automatically eligible for UAE Digital Attestation. MOFA's current service directs applicants to the UAE Mission abroad / applicable courier-based route for documents issued outside the UAE.
Do not upload a scanned foreign paper certificate and assume it becomes a digital MOFA attestation.

The UAE Ministry of Education's current Grade 12 equivalency service, for example, requires an attested certificate plus other supporting documents and separately issues an equivalency outcome.
