OHIP Rules for Expats & Workers
How foreign workers, expats, and newcomers qualify for free provincial healthcare coverage in Ontario.
Ontario has **permanently removed the 3-month waiting period** for OHIP coverage. Eligible residents—including qualifying temporary foreign workers—receive health coverage starting **immediately on the day they apply** and are approved at a ServiceOntario location.
OHIP Eligibility for Work Permit Holders
If you are in Ontario on a work permit, you must satisfy three requirements to qualify for OHIP:
- Valid Work Permit: Hold an active work permit (such as a PGWP, closed LMIA permit, or spousal open work permit) that is valid for at least **6 months**.
- Full-time Employment: Have a formal job offer or employment contract proving you will be employed full-time by an Ontario employer for a minimum of **6 months**.
- Physical Presence: Be physically present in Ontario for at least **153 days** in any 12-month period, and make Ontario your primary place of residence.
ServiceOntario Document Checklist
You must apply in person at a ServiceOntario center. Bring the following **three original documents** (photocopies are not accepted):

Rules for International Students
International students on a standard study permit **do not qualify for OHIP**:
- Mandatory UHIP: Ontario colleges and universities require international students to enroll in the **University Health Insurance Plan (UHIP)** or an equivalent private insurance plan provided by the school.
- Exception: A student can qualify for OHIP if they hold a part-time/full-time job and have been co-nominated under a provincial program, or if their spouse holds a qualifying full-time job.
