Key Administrative Checkpoints & Rules
New Nebraska residents must obtain a driver's license within 30 days
Nebraska DMV requires a new resident with a valid license from another state to obtain a Nebraska license within 30 days. The general resident exception applies to qualifying active-duty military members, spouses, and full-time students who remain licensed in their state of residence.
A valid out-of-state U.S. license generally avoids the written test
For a new resident age 18 or older surrendering a valid out-of-state license, Nebraska requires a vision test and may administer a drive test at staff discretion. If the valid license cannot be surrendered, both written and drive tests are required.
Foreign-license drive-test exemptions are limited
Nebraska's current driver manual specifically exempts qualifying valid licenses from Mexico, Germany, and Canada, plus specified U.S. territories and islands, from the drive test. The foreign-license exception does not automatically waive every other Nebraska requirement.
Out-of-state vehicles have a 30-day title and registration deadline
Individuals moving to Nebraska generally have 30 days after arrival to obtain Nebraska title and registration. Vehicles brought from another state generally require a Nebraska inspection comparing the VIN with the title and recording the odometer reading.
Nebraska has no general periodic passenger-vehicle inspection program
Nebraska does not operate a general statewide periodic safety or emissions inspection program for ordinary passenger vehicles. Its out-of-state inspection is primarily a VIN, title, and odometer verification rather than a mechanical safety or emissions test.
Nebraska's 2026 individual income-tax maximum is 4.55%
Nebraska's 2026 individual income-tax schedule has marginal rates of 2.46%, 3.51%, and 4.55%. The previous 5.84% maximum is no longer current.
School requirements include a 7th-grade Tdap requirement
Nebraska's K-12 school immunization requirements include DTaP/DT/Td, polio, hepatitis B, MMR, and varicella. Students entering 7th grade must also receive one Tdap dose. Medical and religious exemptions are available, while there is no general personal/philosophical K-12 exemption.
Driver Licensing Guidelines
Nebraska Driver License for New Residents
A new Nebraska resident with a valid out-of-state license must obtain a Nebraska driver's license within 30 days. Applicants provide proof of U.S. citizenship or lawful status, at least two Nebraska principal-address documents, and Social Security information or the applicable exemption.
Valid Out-of-State U.S. License
New residents age 18 or older who surrender a valid out-of-state license generally take a vision test. Nebraska may administer a drive test at staff discretion. The written test is generally waived.
Unable to Surrender the Prior License
When an applicant cannot surrender the valid out-of-state license, Nebraska requires both the written and drive examinations.
Expired Out-of-State License
A new resident presenting an out-of-state license expired less than one year can generally have the drive test waived, but the written test is required. Licenses expired more than one year or revoked/cancelled generally require both tests.
Foreign-Country License Holders
Nebraska's current manual lists Mexico, Germany, Canada, and specified U.S. territories as foreign-license jurisdictions whose qualifying licenses can avoid the drive test. Other foreign-license holders generally must complete the drive test and applicable knowledge and documentation requirements.
REAL ID
Nebraska offers optional REAL ID credentials. Applicants must provide proof of citizenship or lawful status, identity/date of birth, Social Security information or an applicable exemption, two Nebraska principal-address documents, and name-change documentation when applicable.
Foreign-Language Testing and Documents
Nebraska provides procedures for approved interpreters and translations when an applicant's language or documents require language assistance. Foreign-language documents can require an acceptable English translation.
