Key Administrative Checkpoints & Rules
30-day new-resident driver-license deadline
Current Idaho Transportation Department guidance requires a person moving to Idaho to obtain an Idaho driver's license or ID card within 30 days. Full-time students attending an Idaho college or university and active-duty military members and their dependents can remain on a valid out-of-state license under the stated exceptions.
30-day vehicle title and registration deadline
New residents must title and register an out-of-state vehicle in Idaho within 30 days of moving, even if the old registration has not expired. The vehicle must be brought to the DMV for VIN inspection as part of the new-resident process.
Foreign-license testing is country-specific
Idaho does not simply waive every test for foreign drivers. All foreign applicants must take the knowledge test. The skills test is generally required for foreign licenses except qualifying Germany, Korea, and Taiwan cases under Idaho's current rules, with Korea and Taiwan requiring the foreign license to be surrendered for the skills-test waiver.
No routine statewide vehicle inspection
Idaho does not require an annual safety inspection for ordinary passenger vehicles and does not operate a routine statewide emissions-inspection program. This is materially different from states such as Virginia, Pennsylvania, and Massachusetts.
2026 Idaho income tax is 5.3%
Idaho reduced its individual income-tax rate from 5.69% to 5.3% effective January 1, 2025, and the current Idaho tax materials continue to use 5.3%. The rate applies to Idaho taxable income after the applicable deductions and adjustments.
School vaccine requirements are broader than five vaccines
Idaho statute currently requires five doses of DTaP, two Hepatitis A, three Hepatitis B, two MMR, four polio, and two varicella doses for children subject to the K-12 requirements, with additional Tdap and meningococcal requirements beginning in seventh grade and continuing into twelfth grade.
Lawful presence and Star Card are separate questions
New Idaho credential applicants must establish U.S. citizenship or lawful presence, identity, Idaho residency, and name. The Star Card is Idaho's REAL ID-compliant credential and requires additional documentation; it is optional because a non-Star license remains valid for ordinary driving and many state purposes.
Driver Licensing Guidelines
30-Day License or ID Requirement
Current ITD guidance states that anyone moving to Idaho must obtain an Idaho driver's license or ID card within 30 days of moving, whether the person's out-of-state credential is still valid or has expired. Full-time Idaho college students who remain residents of another state and active-duty military members and dependents are exceptions when they hold a valid out-of-state credential.
Idaho Residency for DMV Purposes
Idaho's resident rules were changed so that the prior 90-day waiting concept is no longer the general new-resident deadline. A person can establish Idaho residency through qualifying circumstances and may declare Idaho residency before living in the state for 30 days.
Out-of-State License Transfer
A qualifying valid out-of-state license can generally be transferred to Idaho. An out-of-state license can help avoid the driving skills test when the applicant is obtaining an Idaho license of the same class and endorsements. The current Idaho Star Card guidance specifically notes that an out-of-state license can help avoid the driving test.
U.S. License Testing
A person transferring a valid qualifying license from another U.S. jurisdiction generally does not repeat the normal knowledge and skills testing. Vision screening and the applicable identity, residency, and lawful-presence documentation still apply.
Foreign Class D Knowledge Test
Idaho's current Driver's Handbook states that no foreign Class D driver is exempt from the knowledge test. This directly makes the original blanket description of 'written test yes' more accurate for foreign applicants than it is for U.S. transfers.
Foreign Class D Skills Test
A foreign Class D applicant generally must take the skills test. Idaho specifically excludes Germany, Korea, and Taiwan from the ordinary foreign skills-test requirement, subject to the conditions in the handbook.
Germany Foreign License Rule
Drivers with a qualifying German license do not have to surrender the German license or take the Idaho skills test. The knowledge test remains required.
Korea and Taiwan Foreign License Rule
Qualifying Korean and Taiwanese foreign-license holders can avoid the Idaho skills test when they surrender their foreign driver's license. If they choose not to surrender it, they must take the skills test. The knowledge test remains required.
Other Foreign Licenses
Foreign drivers from countries other than Germany, Korea, and Taiwan generally must complete the Idaho skills test in addition to the knowledge test.
Foreign License Surrender
A foreign Class D applicant generally does not have to surrender the foreign driver's license merely to obtain the Idaho license. Germany is specifically allowed to retain the foreign license, while Korea and Taiwan applicants can choose whether to surrender it, with different consequences for skills testing.
Vision Screening
Idaho requires applicants to meet a minimum 20/40 vision standard in at least one eye, with or without corrective lenses. If glasses or contacts are used during screening, Idaho can place a lens restriction on the license.
Knowledge Test
The knowledge test covers Idaho traffic laws, highway signs by shape and symbol, traffic signals, pavement markings, and required motor-vehicle equipment. Applicants who are first-time drivers or have not previously held an Idaho license must take the test.
Skills Test
A driving skills test may be required for first-time drivers, drivers whose license has been expired for 25 months or more, most foreign-license holders, applicants whose vision does not meet minimum standards, or applicants whom an examiner determines need further testing.
License Validity
A standard Class D license is generally available for four or eight years. An eight-year renewal is available to applicants ages 21 through 62. Applicants under 21 have shorter validity periods tied to age.
Temporary Foreign National
A temporary foreign national can receive a one-year driver license or ID when the authorized stay has no expiration date. The credential can be renewed with proof of continuing lawful status.
Idaho Star Card
The Idaho Star Card is the state's REAL ID-compliant driver's license or identification card. It requires more documentation than a non-Star credential and became particularly important for federal identification purposes beginning May 7, 2025.
Star Card Federal Use
A Star Card can be used for federally regulated purposes such as commercial air travel and access to certain federal facilities. An Idaho license without the Star remains valid for driving, banking, voting, social services, and other ordinary state purposes.
Star Card Documentation
New applicants for a Star Card must provide proof of U.S. citizenship or lawful presence, acceptable photo identity, Idaho residency, name, Social Security number, and two proofs of Idaho physical residence. Documents generally must be original or qualifying electronic documents and in the applicant's current legal name.
Lawful Presence
Idaho requires proof of U.S. citizenship or lawful presence for new driver's-license and ID applicants. Common documents include a Permanent Resident Card, Employment Authorization Document, or qualifying foreign passport and immigration documentation.
SAVE / Federal Verification
Idaho's documentation process can involve federal verification of immigration information, but the official Idaho materials reviewed do not establish a universal 2–15 day SAVE-processing period. Processing time therefore should not be represented as a fixed statewide number.
Social Security Number
Applicants must provide their Social Security number at issuance for electronic verification. The exact alternative documentation pathway depends on the applicant's circumstances and credential type.
Residency Proof
Applicants must provide Idaho residency evidence. For a Star Card, two proofs of Idaho residency are required, and the documents must show the applicant's current physical address rather than merely a P.O. box.
Name Change
If the applicant's current legal name differs from the identity document, certified legal name-change documentation such as a marriage certificate, divorce decree, or court order is required.
Under-18 Licensing
Applicants under 18 follow Idaho's graduated licensing system and supervised-instruction requirements. A driver younger than 17 must complete an approved driver-training program and supervised instruction period before obtaining the corresponding license.
Commercial Driver License
CDL applicants follow separate federal and Idaho requirements. Idaho's current CDL rules also distinguish non-domiciled foreign commercial drivers from residents who become permanent legal residents or citizens.
CDL New-Resident Deadline
An Idaho resident who holds a CDL must obtain the Idaho CDL within 30 days of residing in Idaho.
Address Change
Idaho residents should update their DMV record when their address changes. The department provides an online address-change service for eligible customers.
