Regardless of your country, all newly resident individuals in Great Britain may drive on their foreign licence for up to 12 months from the date they become a GB resident (not from visa date, but from when they establish residence). After 12 months: (a) if your country is designated → you can exchange within 5 years but cannot drive on the foreign licence anymore; (b) if your country is NOT designated (USA, India, etc.) → you must have already passed UK Theory and Practical tests to continue driving. Driving after 12 months on a non-valid foreign licence can result in prosecution, fines, and insurance being invalidated.
Country-by-Country Exchange Eligibility
Check your country of original licence issue below to understand your DVLA exchange rights. For all EU/EEA licences, exchange rights are guaranteed under the UK-EU Trade and Cooperation Agreement (TCA) and domestic regulations.
Exchange for car and motorcycle. Manual and automatic licences both accepted.

China is NOT designated. 12-month driving from residency, then full UK Theory + Practical required.
Nigeria is NOT designated. 12-month permitted, then full DVSA test required.
Step-by-Step DVLA Licence Exchange Process
For designated country nationals who are eligible for direct exchange, the process must be completed within 5 years of becoming a GB resident. You cannot drive on your foreign licence after 12 months even while waiting for the exchange:
Confirm Your Exchange Window (5-Year Limit)
You must apply to exchange your foreign licence within 5 years of becoming a GB resident. If you have already been resident for more than 12 months but less than 5 years, you cannot legally drive until the exchange is complete — you must apply immediately and obtain a UK provisional licence in the interim.
Complete DVLA Form D1 (Application for a Driving Licence)
Download or collect Form D1 from any Post Office or the GOV.UK website. Alternatively, some eligible country nationals can use the online exchange service at gov.uk/exchange-foreign-driving-licence. Check GOV.UK for whether your specific country is eligible for the online service.
Gather Required Documents
You will need: (a) Your original foreign driving licence (it will be surrendered — DVLA cannot return it); (b) A recent passport-style colour photograph conforming to UK standards; (c) A valid passport or other proof of identity; (d) Proof of UK address (utility bill, bank statement, or UKVI eVisa share code); (e) If required, an official translation of your licence.
Pay the £43 Exchange Fee
The standard DVLA exchange fee is £43 (cheque payable to "DVLA" or card payment if using online service). This fee is non-refundable whether or not your application is approved.
Submit Application to DVLA Swansea
Post the completed D1 form, photographs, your original foreign licence, identity documents, and payment to: DVLA, Swansea, SA99 1BN. Process times vary — typically 3–6 weeks. You will receive a UK photocard driving licence in the post.
Obtain UK Provisional Licence if You Cannot Yet Drive
If you have exceeded the 12-month window and your exchange is pending, you must apply for a UK provisional licence to drive legally. You can then drive as a learner (with L-plates, accompanied by a full UK licence holder over 21). Once your exchange is complete, the provisional is replaced by your full UK licence.
For USA, India & Non-Designated Countries: UK Driving Test Route

Apply for UK Provisional Driving Licence
