Dubai ownership-transfer requirements

Dubai Export Certificate requirements

Mortgage rules are transaction-specific

Export Certificate process

Open the RTA vehicle-licensing service
Use the RTA website, Smart Apps, Dubai Now or an authorised RTA channel.

Select Cancel Vehicle Registration → Export Certificate
Choose Export Outside UAE and specify whether the vehicle will be shipped or driven out.

Enter destination and driver/shipping information
Provide the required destination, shipping agent or driver information.

Complete identity verification and payment
RTA uses UAE Pass and payment channels such as credit card or DubaiPay for the online service.

Hand over plates and receive the certificate
Where export plates are issued, follow RTA’s plate-handling procedure and retain the electronic Export Certificate.

Frequently Asked Questions

For a normal Dubai ownership transfer, RTA requires valid Emirates IDs for the buyer and seller, electronic insurance, electronic technical inspection where applicable, and electronic mortgage release if the vehicle is financed. Additional documents can apply to companies, diplomats, special registrations and other categories.

RTA states that traffic fines must be paid before completing the export process. The current export service does not support the broader claim that every Salik balance, black point and financing matter is automatically treated as one universal pre-export condition. The exact vehicle record should be checked through RTA.

If ownership is changing to a new owner, the mortgage must generally be cleared before the ownership change can proceed. For some same-owner transfers between Dubai and another emirate, RTA permits an electronic NOC from the financing bank instead. Therefore the mortgage rule depends on the transaction.

Not in every situation. RTA states that vehicles from authorised dealerships are not subject to technical inspection in the relevant ownership process. For export, RTA states that if the vehicle is licensed and ownership is valid, no chassis inspection is required; if it is unlicensed or ownership has expired, a chassis inspection is required. The exact inspection type depends on the transaction and vehicle status.

There is no single universal export-certificate total. RTA currently publishes component-based fees. Examples include AED 70 for a certificate plus Knowledge and Innovation, AED 140 when AED 70 export plates are added, and higher totals where ownership-change or other components apply. Vehicle type and the selected transaction determine the final amount.

RTA issues an Export Certificate with plates where applicable and requires the plates to be handled according to its export procedure. The electronic application can be cancelled if the required plates are not handed over within 14 days. RTA also states that after the vehicle has left the UAE, a lost original Export Certificate cannot simply be reissued; an exported-vehicle certificate can instead be requested through the relevant Customer Happiness Centre in specified circumstances.
