Population figures are labelled by source year because the official UAE portal does not publish a single 2026 census for all seven emirates.
UAE Federal Structure
Article 1 of the UAE Constitution establishes the United Arab Emirates as a federation of seven Emirates. The Constitution assigns certain matters exclusively to the Federation and leaves other matters to the member Emirates.
Article 116 states that the Emirates exercise all powers not assigned to the Federation by the Constitution. Article 122 further confirms that an Emirate has jurisdiction in all matters not falling within the exclusive federal jurisdiction.
This means that “UAE law” and “Emirate law” are not interchangeable. The applicable legal authority depends on the subject matter and constitutional allocation of powers.

Federal vs Local Government

The Supreme Council
The seven Rulers form the UAE Federal Supreme Council, the highest constitutional authority of the Federation. The President and Vice-President are elected by the Supreme Council from among its members.

- The seven-emirate structure therefore exists at both the local-government and federal-constitutional levels.

This is a local legal distinction, not a statement that the other Emirates have unrestricted alcohol use. Public drinking and intoxication are also prohibited under UAE-wide rules, while the legal framework for licensed alcohol sales and consumption differs by Emirate.
