Understanding the RERA Rental Index Framework
In the Emirate of Dubai, residential rent increases upon lease renewal are strictly regulated under Decree No. 43 of 2013 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum. Landlords cannot arbitrarily raise rent.
Rent adjustments must strictly conform to the RERA Rental Index calculated by the Dubai Land Department (DLD) based on your building's location, quality rating, and registered Ejari Tenancy Contracts.

Under Decree No. 43 of 2013, RERA rent increases are capped based on how far your current rent is below the average market rent: 0% if within 10% below, 5% if 11-20% below, 10% if 21-30% below, 15% if 31-40% below, and max 20% if more than 40% below.
Under Law No. 33 of 2008, landlords must serve a 90-day written notice prior to contract expiration if proposing any rent increase or change in contract terms under our Ejari Tenancy Guide.
If a landlord demands an unpermitted rent increase, the tenant can reject the increase or file an offer-and-deposit petition with the Rental Disputes Center (RDC) at Dubai Land Department.
