Third Country National (TCN) Rule: Non-resident applicants (citizens of India/China living in Canada) are processed as Third Country Nationals. While U.S. consulates in Canada accept TCNs, they caution that administrative processing (under Section 221g) is always possible. Do not schedule travel back to the U.S. or your home country until your passport with the physical U.S. visa stamp is returned.
