Ontario Immigrant Nominee Program (OINP)
Complete reference to Ontario's redesigned PNP immigration streams, points matrix, and Expression of Interest (EOI) rules for 2026.
The Ontario government has restructured the OINP program to streamline application timelines. The previous nine streams (including Human Capital Priorities and Graduate streams) have been revoked. All applications are now processed under the unified Ontario Workforce Priority stream and specialized target pathways.
The Ontario Workforce Priority Stream Pathways
The OINP operates primarily under a job-offer-backed priority matrix. Candidates are split into three new operational pathways:
- TEER 0–3 Skilled Pathway: For candidates in managerial, professional, or technical occupations (formerly NOC 0, A, B). Requires an active job offer from an eligible Ontario employer, university degree/diploma, and matching language bands.
- TEER 4–5 Intermediate/Semi-Skilled Pathway: Focused on in-demand lower-skilled occupations (such as transport drivers, agriculture, and hospitality workers). Helps address critical local labor shortages.
- Self-Employed Physician Pathway: A fast-track stream for foreign-trained medical practitioners and general physicians who intend to establish clinics or work in Ontario's public healthcare system.
Ontario has also announced plans to launch additional streams targeting Priority Healthcare Practitioners, Technology Sector Experts, and Exceptional Graduate Talents later in the year.
Expression of Interest (EOI) Process
To apply for the OINP, you must submit a profile through the Ontario e-Filing Portal:
- Register your EOI: Submit details about your job offer, language score, education, and work history. There is no fee to register an EOI.
- Wait for Draw / Invitation: Ontario holds regular draws inviting candidates from the EOI pool. Scoring is based on salary offered, job location (points are higher for regions outside the Greater Toronto Area), and occupation priority.
- Submit Nomination Application: If invited, you have exactly **14 calendar days** to upload certified documentation and pay the application fee.
OINP Program Fees & Refund Rules
While submitting an EOI is free, the application fees for nominees are as follows:
| Pathway Category | Fee (CAD) | Refund Eligibility |
|---|---|---|
| Job Offer Streams (Inside GTA) | $2,000 | Non-refundable unless the application is deemed incomplete and withdrawn before OINP starts the assessment process. |
| Job Offer Streams (Outside GTA) | $1,500 | |
| Human Capital & Priority Streams | $1,500 |
