Service Overview:

Vietnamese ordinary passports are not extended indefinitely. For an expired passport, or when a citizen wants a replacement while the existing passport remains valid, the applicant generally goes through the Vietnamese passport issuance or reissuance procedure at a Vietnamese representative mission abroad. In 2026, the overseas application forms were updated and applicants should use the current form applicable to their age.

The Vietnamese public administrative procedure for overseas passport reissuance recognizes postal submission. However, a Canada-specific mailing checklist, acceptable payment instrument, copies, and return-envelope requirements should be confirmed with the Ottawa Embassy or Vancouver Consulate before mailing originals.

Passport Validity & Eligibility Guidelines

Applicants Aged 14 and Older: An ordinary Vietnamese passport issued to a person aged 14 or older is valid for 10 years and cannot be extended.

Children Under 14: An ordinary Vietnamese passport issued to a child under 14 is valid for 5 years and cannot be extended.

Reduced Procedure: An ordinary passport issued under the legally defined reduced procedure can have a validity of no more than 12 months and is not a general fast-track option for routine renewal.

Proof of Legal Status in Canada

Foreign diplomatic missions in Canada require applicants to establish lawful presence or address in Canada prior to accepting a passport renewal dossier:

  • A PR card, work permit, or study permit should not be presented as a universal nationwide passport-renewal requirement unless the receiving mission specifically asks for it.
  • The current Vietnamese overseas passport rules focus on the applicant's Vietnamese identity, passport history, nationality, personal information, and overseas residence/application circumstances.
  • For applicants who need to establish that they are physically present or resident in Canada, the receiving mission may request a Canadian immigration or other local-status document as part of its case-specific or local submission requirements.

Required Submission Checklist

  • Completed current Vietnamese overseas ordinary-passport declaration: Form TK02 for applicants aged 14 or older, or Form TK02a for applicants under 14.
  • Two recent photographs meeting the current 4 x 6 cm and image specifications.
  • The most recently issued Vietnamese passport or the relevant passport information and supporting documents required for the particular application.
  • If the existing passport is damaged or still valid and is being replaced, submit or surrender it as required by the applicable procedure.
  • If the passport has been lost, submit the prescribed loss-report documentation and any supporting passport-identification information required by the mission.
  • Where personal information has changed, provide the required copy of Vietnamese identity documentation or other supporting document establishing the change.
  • For an applicant under 14, provide the required birth certificate or birth-record documentation and evidence of the legal representative where applicable.
  • Where the applicant does not have a Vietnamese passport or Vietnamese identity document sufficient for the application, Vietnamese nationality or identity evidence may be required.
  • Any Canada-specific residence, identity, mailing, or payment document requested by the receiving mission should be supplied in the format it specifies.

Step-by-Step Application Process

1
Identify the correct passport case

Determine whether the application is for an expired passport, replacement of a still-valid passport, a damaged passport, a lost passport, a child's passport, or a first overseas issuance. The documents and fee can differ between these cases.

2
Use the current 2026 form

Applicants aged 14 or older should use TK02. Applicants under 14 should use TK02a. Do not rely on older X01/X02 forms from pre-July-2026 guides without confirming that the receiving mission specifically directs you to do so.

3
Prepare photographs

Prepare two photographs measuring 4 x 6 cm that meet the current 2026 requirements, including a white background, front-facing pose, bare head, clear face and ears, no glasses, and the applicable maximum photo age.

4
Prepare supporting documents

Assemble the latest Vietnamese passport or relevant passport records, Vietnamese identity or nationality evidence where needed, change-of-information documentation where applicable, and child or legal-representative documents when applicable.

5
Confirm the receiving mission

For a renewal or second-and-later passport application, confirm whether the Embassy in Ottawa or Consulate General in Vancouver will accept the particular case and whether an appointment or postal submission is available.

6
Confirm the exact payment instructions

The legal fee schedule is stated in USD. Before sending payment from Canada, confirm the mission's current accepted payment method, Canadian-dollar equivalent if applicable, and any postal or courier charges.

7
Submit the application

Submit the complete application in person or by the postal method permitted by the receiving mission. Do not send irreplaceable original documents until the mission's current mailing instructions have been confirmed.

8
Wait for processing and delivery

The statutory decision period is generally 3 working days for a second-or-later issuance or 5 working days for a first issuance when sufficient grounds exist. Postal transit and any identity or record verification are additional.

9
Check the new passport

When the passport is issued, check the name, date of birth, place of birth, nationality and other personal information immediately and contact the issuing mission if an error is found.

Frequently Asked Questions

For overseas ordinary passport applications, the current forms from July 1, 2026 are Form TK02 for applicants aged 14 or older and Form TK02a for applicants under 14. Older guides that refer to X01 or X02 may be outdated.

For a second-or-later overseas passport issuance, the statutory decision period is generally up to 3 working days when there is sufficient basis to issue the passport. First overseas issuance is generally up to 5 working days. Postal transit, holidays, incomplete documents, and verification can add time.

The overseas diplomatic fee schedule lists USD 70 for standard ordinary passport issuance and USD 150 for reissuance because of loss or damage. A USD 35 charge applies to the legally defined reduced procedure, not to a routine optional expedited renewal. The Canadian-dollar amount and payment method should be confirmed with the receiving mission.

The overseas passport reissuance administrative procedure recognizes postal submission, but applicants should not assume that every Canadian case can be completed entirely by mail. The Embassy or Consulate may have case-specific mailing, identity, payment, or biometric requirements, so confirm its current instructions before mailing originals.

These documents should not be described as universal passport-renewal requirements under the current Vietnamese national passport rules. The receiving mission may nevertheless request evidence of Canadian residence or status for a particular application, so applicants should follow the mission's current Canada-specific checklist.

A lost or damaged passport is handled differently from a routine renewal. A lost passport requires the prescribed loss-report procedure and supporting documentation, while a damaged passport must be surrendered or returned as required. The overseas fee schedule lists USD 150 for reissuance because of loss or damage.
