Proof of Legal Status in Canada
Foreign diplomatic missions in Canada require applicants to establish lawful presence or address in Canada prior to accepting a passport renewal dossier:
- A Canadian residential and mailing address is required on Form DS-82.
- Canadian immigration status documents (PR card, work permit, study permit, or provincial ID) are not standard universal DS-82 checklist requirements, but may be requested by a consular officer if identity or residence clarification is needed.
Required Submission Checklist
- Completed Form DS-82, printed single-sided, signed and dated in ink.
- Most recent U.S. passport book (undamaged, issued within last 15 years at age 16+).
- One 2 × 2 inch U.S. specification passport photograph (no glasses, stapled at 4 corners).
- Pay.gov electronic payment confirmation receipt for $130 USD (or qualifying U.S. check/money order).
- Certified legal name-change document (marriage certificate, divorce decree, court order) if applicable.
- Canada Post trackable mailing envelope to the applicable U.S. Embassy/Consulate.
Step-by-Step Application Process
Check Whether You Qualify for Form DS-82
Confirm your current passport was issued within the last 15 years, when you were age 16+, valid for 10 years, not lost/stolen, and not damaged beyond normal wear.
Confirm Your Residence in Canada
Residents of Canada must follow the Canada-specific mail renewal process. Online passport renewal is not open to Canadian residents.
Complete Form DS-82
Complete Form DS-82 via the State Department Form Filler. Print single-sided on 8.5x11 inch paper, sign and date in ink.
Prepare Your Current Passport
Include your most recent U.S. passport book/card. It will be cancelled and returned separately.
Prepare Your Passport Photo
Obtain one recent 2 × 2 inch (51 × 51 mm) color photo (white background, no glasses). Staple it to the form with 4 vertical staples in the corners.
Include Legal Name-Change Evidence (If Applicable)
If your current legal name differs from your previous passport, provide a certified marriage certificate, divorce decree, or court order.
Pay the Passport Fee via Pay.gov
Pay the $130 USD fee ($30 card / $160 both) online via Pay.gov. Print the confirmation email receipt to include in your envelope.
Select the Correct Mailing Address
If paying via Pay.gov, mail the packet to the U.S. Embassy in Ottawa or your regional U.S. Consulate in Canada. Do not mail Pay.gov packets to Philadelphia.

Use a trackable Canada Post Xpresspost envelope and keep the tracking receipt.
Track Application Status Online
Check status at passportstatus.state.gov. It typically takes about 2 weeks from mailing to appear as 'In Process'.
Receive Your New Passport
Your new passport book/card is delivered to your Canadian address. Old cancelled passports and original certificates follow in a separate mailing.

Photograph & Biometric Specifications
Required: One recent passport photo is required for Form DS-82.
Dimensions & Size: 2 × 2 inches (51 × 51 mm)
Image Type: Color photograph with a plain white or off-white background meeting U.S. Department of State standards.
Eyeglasses Rule: Do not wear eyeglasses in the passport photo (unless supported by a signed medical exemption statement).
Attachment: Staple the photo to Form DS-82 using four staples vertically in the four corners as marked on the form. Do not bend the photograph.
Important Consular Warnings
- Online passport renewal (OPR) is NOT available for Americans living in Canada. Mail-in or consular appearance is required.
- Do not send a Pay.gov-paid DS-82 package to the Philadelphia National Passport Processing Center. Pay.gov applications must be mailed to the U.S. Embassy in Ottawa or a U.S. Consulate in Canada.
- Do not add the $35 acceptance-facility fee to a standard DS-82 mail renewal. The $35 fee applies only to in-person DS-11 applications.
- The optional $23.36 1–3 day delivery fee is strictly unavailable for Canadian mailing addresses.
- Do not send cash in the mail under any circumstances.
- Canadian PR cards or permits are not standard DS-82 requirements; DS-82 eligibility is based on your previous U.S. passport.
- Consulate address update: Montreal is at 1134 Rue Sainte-Catherine W (Suite 100), not Saint-Alexandre St.
- Consulate address update: Vancouver is at 1075 West Pender St, not West Georgia St.
- Consulate address update: Calgary is at 615 Macleod Trail S.E., 10th Floor.
- Winnipeg is an emergency-services post only; routine passport renewals are routed through Calgary.
- If your passport was issued more than 15 years ago, was issued when you were under 16, or is lost/stolen/damaged, you CANNOT use DS-82 and must apply in person with Form DS-11.
- Children under 16 can never renew; they must apply in person with both parents using Form DS-11.
- If traveling internationally in less than 8 weeks, do not rely on routine mail renewal; contact the nearest U.S. consulate for urgent travel procedures.
- Cancelled old passports and supporting certificates arrive in a separate envelope, up to 4 weeks after the new passport.
