Ukrainian citizens who live or are temporarily staying in Canada can apply for a Ukrainian passport for international travel through a Ukrainian diplomatic mission abroad. In Canada, the principal diplomatic locations are the consular section of the Embassy in Ottawa and the Consulates General in Toronto and Edmonton. A separate DP Document Passport Service operates in Toronto and is not the same institution as the Ukrainian Consulate.
Passport applications are handled through a Ukrainian diplomatic mission or the applicable authorized passport-service channel abroad. For a standard consular application, the applicant should use the e-Consul e-Queue and attend as instructed.
Essential 2026 Consular Updates & Rules
- The Ukrainian foreign passport is the passport громадянина України для виїзду за кордон (passport of a citizen of Ukraine for travel abroad).
- Ukrainian citizens may have no more than two valid foreign passports at the same time.
- A foreign passport is valid for 4 years for a person under 16 and for 10 years for a person aged 16 or older.
- A new passport is not normally an 'extension' of the old biometric booklet. The normal route for expiry, damage, change of information, or other exchange grounds is passport issuance or exchange.
- A temporary wartime procedure also permits extension of the validity of certain existing foreign passports by 5 years, subject to the rules of the temporary procedure.
- The current e-Consul system is the official MFA platform used for electronic consular appointment registration. Registration in the e-Queue is free.
- Diia can be used as an electronic-identification method for e-Consul, including Diia.Signature, but Diia does not mean the entire foreign-passport process can necessarily be completed remotely.
- For passport applications through a diplomatic mission, applicants should expect an in-person step where biometric data or other required information must be captured. Current rules specifically require persons who have reached 12 years of age to appear at the diplomatic mission for submission of biometric data when exchanging a foreign passport.
- During martial law, additional military-registration requirements apply to Ukrainian male citizens aged 18 to 60 for consular procedures, subject to applicable exceptions.

Passport Validity & Eligibility Guidelines
Children Under 16: A Ukrainian foreign passport issued to a person under 16 is valid for 4 years.
Applicants Aged 16 and Older: A Ukrainian foreign passport issued to a person aged 16 or older is valid for 10 years.
Concurrent Passports: A Ukrainian citizen cannot have more than two valid passports for international travel at the same time.
Required Submission Checklist
- Confirm whether the application is a routine exchange, lost/stolen replacement, damaged-passport exchange, change-of-information case, or another special case.
- Register through the MFA e-Consul e-Queue when applying through a diplomatic mission.

Step-by-Step Application Process
Choose the correct service channel
Decide whether you will use the Ukrainian Embassy/Consulate route or the separate DP Document Passport Service in Toronto.
Check the current official instructions
Review the receiving mission's latest passport notice, appointment availability, payment instructions and document requirements before traveling or mailing anything.
Book through the correct queue
For diplomatic missions, use MFA e-Consul. For DP Document Toronto, use the Passport Service's own booking system.
Prepare identity and residence documents
Bring the Ukrainian citizenship/identity document, current foreign passport if applicable, and evidence of permanent residence or temporary stay abroad.
Prepare special-case evidence
Name changes, lost/stolen passports, damage, citizenship questions and minor applicants can require additional evidence.
Check military-registration requirements
Ukrainian male citizens aged 18 to 60 should ensure their military-registration information is current because it can be checked as part of consular procedures during martial law.
Attend for passport processing
Follow the mission's attendance instructions. Applicants aged 12 or older are subject to the current biometric-attendance requirement for foreign-passport exchange.
Pay the applicable fee

Track and collect the passport
Follow the issuing institution's status and collection instructions. Allow additional time beyond statutory processing where production, verification or delivery is involved.
Military Registration Rules (Males 18–60)
During martial law, Ukrainian male citizens aged 18 to 60 who request consular services are subject to verification of a valid military-registration document under the applicable Ukrainian rules.
Verification: Where electronic verification is available, the diplomatic mission can check the existence and validity of the military-registration information through government information systems. A male Ukrainian citizen aged 18 to 60 should make sure the required military-registration information is current before booking and attending a passport appointment.
Temporary 5-Year Passport Validity Extension
Ukraine has a temporary wartime procedure allowing the validity period of certain foreign passports to be extended by 5 years through an appropriate entry in the passport. Under the temporary procedure, an application for extension can be made before the passport's expiry, but not earlier than two months before the expiry date. If the application is submitted before expiry, the additional five-year period is calculated from the day after the original expiry date; when the application is made after expiry, the extension is calculated from the date of the application under the applicable rule.

Appointment: The DP Document Passport Service has its own electronic-queue and booking arrangements. Do not confuse its queue with the MFA e-Consul queue used by diplomatic missions.
Common Pitfalls to Avoid
- Treating CUAET, PR, work permits or study permits as the legal basis for a Ukrainian passport instead of Ukrainian citizenship and the required evidence of residence or temporary stay abroad.
- Using a fixed $180 CAD adult fee or $55 CAD child fee without checking the current mission-specific tariff.
- Advertising a universal 5-to-7-business-day expedited consular service.
- Assuming Diia can replace the physical passport procedure or biometric attendance.
- Assuming every consular passport application can be completed entirely by mail.
- Confusing the MFA e-Consul e-Queue with the separate DP Document Passport Service booking system.
