Consular Authority & Provider
Personal appearance is required for all passport applicants. Routine Philippine passport renewal in Canada is not a mail-in service because photo, fingerprints, and digital signature must be captured live at the consular post.

Proof of Legal Status in Canada
Foreign diplomatic missions in Canada require applicants to establish lawful presence or address in Canada prior to accepting a passport renewal dossier:
- Valid Canadian Permanent Resident card or other accepted proof of permanent-resident status.
- Valid Canadian Work Permit where applicable.
- Valid Canadian Study Permit where applicable.
- Valid Canadian visitor visa or other accepted visitor-status document where the applicable post permits passport renewal for visitors.
- For an expired PR card, some posts accept or require status verification or additional IRCC documentation; requirements differ by post and by the length of time the PR card has been expired.
- Dual citizens who reacquired or retained Philippine citizenship under RA 9225 should bring the applicable Philippine dual-citizenship documentation in addition to the current passport and identity documents.
- The exact immigration-status document requirement should be checked against the current checklist of the post where the appointment is booked.
Required Submission Checklist
- Confirmed online passport appointment slip (from passport.gov.ph, Vancouver portal, or Ottawa portal).
- Completed Philippine passport renewal application form.
- Original current Philippine ePassport + photocopy of data page.
- Proof of Canadian immigration status (PR card, Work Permit, Study Permit, or Visitor record) + copy.
- Valid government-issued photo ID.
- Self-addressed prepaid Canada Post Xpresspost envelope with signature on delivery (for return of new passport).
- Payment of CAD 93.00 (or post-specified payment method).
Step-by-Step Application Process
Identify the Correct Philippine Post
Determine whether your application should be filed through the Embassy in Ottawa or the Consulate General in Toronto, Vancouver or Calgary based on where you live in Canada.
Use the Official Appointment System
Book a passport appointment through passport.gov.ph or through the specific appointment portal published by the applicable Philippine post (e.g. appointment.vancouverpcg.org for Vancouver or appointment.ottawape.org for Ottawa).
Complete the Passport Application
Fill out the applicable renewal application form accurately and review all passport information before the appointment.
Prepare Original Documents and Photocopies
Prepare the current passport, Canadian immigration-status document, required IDs and any additional civil-status, citizenship or loss/damage documents relevant to your case.
Prepare the Return Envelope
Bring a self-addressed prepaid Canada Post Xpresspost envelope with tracking, or the return-delivery method required by the specific post.
Attend the Appointment Personally
Appear in person for passport photograph, fingerprint, digital signature and passport-data capture. Follow the consulate's clothing (collared shirt) and appearance instructions.
Submit Documents and Pay the Fee
Present all originals and photocopies and pay the applicable fee in Canadian dollars ($93.00 CAD) using the payment method accepted by the post.
Passport Processing
The Philippine post processes the application and arranges production and delivery of the new ePassport printed by BSP in Manila. Special cases can require additional verification.
Track or Wait for Release
Retain your official receipt, appointment information and return-mail tracking details and follow the release instructions provided by the post.
Receive or Collect the New Passport
Collect the passport at the post where pickup is available or receive it by the return-mail/courier method selected under the applicable procedure.
Check the New Passport
Immediately check the new passport for errors in name, date of birth, place of birth and other personal data. Follow the post's instructions for signing the new booklet (applicants aged 13+ sign; 12 and under leave blank).
Important Consular Warnings
- Do not describe Philippine passport renewal in Canada as a fully mail-in service. Personal appearance is required for passport biometrics and data capture.
- Do not call the current DFA appointment platform the 'GOAS' in the page unless the specific official post itself uses that terminology. The current DFA system is passport.gov.ph.
- Do not state that iris scanning is part of the standard passport-renewal process. Current official instructions identify photo capture, fingerprint capture and digital signature capture.
- Do not state that applicants universally need to bring physical passport photographs. Current Toronto guidance explicitly states that applicants are no longer required to bring their own photos because photo capture is performed during the application process.
- Do not publish CAD 87 as the single Canada-wide ordinary renewal fee. Current Toronto, Vancouver and Calgary renewal information publishes CAD 93, while some older Ottawa/Toronto material still displays CAD 87.
- Lost, damaged and older passport cases use different fees and documentary requirements from ordinary ePassport renewal.
- A Filipino who has acquired Canadian citizenship cannot simply apply for a Philippine passport on the basis of their former Filipino citizenship; applicable retention/reacquisition requirements under RA 9225 must be satisfied.
- Upcoming travel is not a reason to assume expedited passport issuance. Applicants are advised to secure the passport before finalizing travel plans.
- Bring both originals and the required photocopies. Outreach venues may not have photocopy facilities.
- Do not use unofficial passport appointment agents or social-media fixers. DFA states that passport appointments are free and should be obtained through the official system.
- Processing-time figures are estimates and can vary by post and case type.
- The consular officer can request additional documents when identity, citizenship, civil status or other passport information requires verification.
