Indian Passport Re-Issue in Canada 2026 (BLS International)

Consular Authority & Provider
Routine passport applications are submitted through BLS International, not directly to the Indian missions. Postal applications must be sent to designated centres: Brampton for Toronto jurisdiction, Surrey for Vancouver jurisdiction, and Ottawa for Ottawa jurisdiction.

Passport Validity & Eligibility Guidelines
Adult Passport (18+): For applicants holding permanent-resident, work-permit or study-permit status, the current Toronto BLS FAQ states that an adult passport is normally issued with up to 10-year validity, subject to the applicable case and mission rules.
Minor Applicants: Minor passports are normally valid for 5 years or until age 18, whichever is earlier.
Visitor / Temporary Status: The current Toronto BLS FAQ states that applicants holding visitor status may receive a shorter-validity passport rather than the standard adult validity.
Applicants Aged 15 to 18: Applicants aged 15–18 can request a full 10-year passport in the normal category by paying the applicable adult fee.
Proof of Legal Status in Canada
Foreign diplomatic missions in Canada require applicants to establish lawful presence or address in Canada prior to accepting a passport renewal dossier:
- Permanent Resident: PR card/documentation and, where required, Landing Paper or CoPR supporting the applicant's immigration category.
- Work Permit holder: valid Work Permit or additional evidence required by the applicable mission if the status has expired or is under extension.
- Study Permit holder: valid Study Permit or additional evidence required by the applicable mission if the status has expired or is under extension.
- Visitor: Visitor Record / Visitor Visa documentation as applicable; visitors may need sponsor documentation and relationship evidence depending on the case.
- Expired Canadian status: do not assume that an extension receipt alone is sufficient. The applicable BLS jurisdiction checklist should be checked because additional evidence may be required.
- Canadian status documents should be provided as copies for the application, while originals should be available for verification during in-person submission.
Required Submission Checklist
- Printed Passport Seva application form with ARN (Application Reference Number).
- Current Indian passport (original for in-person verification; self-attested copies for postal).
- Printed BLS Passport Checklist arranged in prescribed order.
- Annexure E self-declaration with current Canadian residential address.
- Proof of present Canadian address (Driver's License, Utility Bill, or Rental Lease matching application).
- Proof of valid status in Canada (PR card, Work Permit, Study Permit, or Visitor Record).
- Two recent passport photographs meeting current ICAO standards (plus digital upload).
- Indian address proof supporting police-verification / antecedent verification where applicable.
Step-by-Step Application Process
Determine Your Indian Consular Jurisdiction
Use your current Canadian residential address to determine whether your application belongs to HCI Ottawa, CGI Toronto or CGI Vancouver.
Open the Passport Seva Mission Portal
Complete the Indian passport application online through the current Passport Seva at Indian Missions portal (https://mportal.passportindia.gov.in/mission) and select the correct Canadian mission.
Select Re-Issue and the Correct Reason
Choose Re-Issue of Passport and select the reason that matches your case, such as expiry/due to expire, exhaustion of pages, change of particulars or lost/damaged passport.
Upload Photograph, Signature and Documents
Upload the current ICAO-compliant digital photograph, signature and supporting documents as required by the online workflow.
Print the Completed Application
Print the submitted application showing the Application Reference Number (ARN), along with the required checklist.
Prepare the Physical Document Package
Arrange the original passport, required copies, Annexure E, Canadian address proof, Canadian status documentation, photographs and any case-specific supporting documents.
Book BLS or Prepare Postal Submission
Submit the application at the appropriate BLS centre or use postal submission where permitted. Follow the current payment, photocopy and courier instructions for your jurisdiction.
BLS Verification and Consular Processing
BLS receives and checks the application before transmitting it to the responsible Indian mission. The mission may request additional documents, verification or clarification.
Police Verification Where Required
Where police verification is required, make sure the Indian address and police-station information in the application are accurate and that the relevant Indian contact can support verification.
Track the Application
Track the application using the BLS tracking facility and retain the ARN, BLS receipt and courier reference information.
Receive or Collect the Re-Issued Passport
Once processing is completed, use the applicable BLS collection or postal/courier return arrangement. Courier transit time is separate from the consular processing estimate.
Consular Jurisdictions Across Canada
The applicant must choose the Indian mission based on the applicant's actual Canadian residential address. Applying through the wrong consular jurisdiction can cause delays or rejection.
Covers: National Capital Region of Ottawa-Hull and specified Ontario communities including Kingston, Cornwall, Hawkesbury, Arnprior, Renfrew, Perth, Prescott, Brockville, Carleton Place, Smiths Falls and Morrisburg, plus Montreal and specified Quebec postal-code areas under the Ottawa jurisdiction, and Nunavut as stated in current mission guidance.
Covers: Ontario except applicants in postal-code areas beginning with K that fall under HCI Ottawa; Quebec except postal-code areas beginning with J, H or K that fall under HCI Ottawa; Manitoba; New Brunswick; Nova Scotia; Prince Edward Island; and Newfoundland and Labrador.
Covers: British Columbia, Alberta, Saskatchewan, Yukon Territory and Northwest Territories.
Photograph & Biometric Specifications
General Rule: BLS requires two recent passport photographs and also requires a digital photograph upload for the passport application workflow.
Current I C A O: Current BLS Canada guidance states that ICAO-compliant photographs are required for passport applications.
Digital Photo Upload: The current Toronto BLS ICAO guide specifies a colour digital photograph of 630 × 810 pixels, with a white background, direct front-facing view and natural skin tones.

- White background
- Eyes open and clearly visible
- Face looking directly at the camera
- Natural skin tone and suitable brightness/contrast
- No distracting shadows or flash reflections
- No red-eye
- Mouth closed
- Full face and full head visible from top of hair to bottom of chin
- Head centred and not tilted
- Glasses should be removed where they create reflections
- Religious head coverings may be permitted, but the required facial features must remain clearly visible
- Photograph should not be digitally altered
Physical Photo Note: Two physical photographs are still listed in the passport checklists. The exact physical-print specification should be taken from the current checklist for the applicant's jurisdiction. The current Vancouver checklist lists 35 × 45 mm, while the current Toronto ICAO guide specifies 630 × 810 pixels for the digital photograph. Do not publish the old 2 × 2-inch figure as a universal Canada-wide rule.
Tatkaal / Expedited Renewal Rules
Tatkaal is jurisdiction-specific. Toronto currently publishes Tatkaal passport fees and a 1-week estimated processing time. Ottawa does not offer Tatkaal through its BLS jurisdiction. Vancouver BLS centres do not themselves offer Tatkaal/Jumbo services and direct applicants to contact CGI Vancouver.
- Lost or damaged passports
- Implied-status cases or cases where Canadian status has expired
- Certain changes involving father, mother or spouse name
- Change of name, appearance, sex, date of birth or place of birth
- Renewal of short-validity passports
- Adoption cases
- Certain minors whose parents are separated or divorced
- Fresh passport for a newborn child
- Jumbo booklet applications under the Vancouver Tatkaal checklist
- Passport expired more than three years before the application
Important Consular Warnings
- Do not use the old 2025 or earlier fee tables. The current published passport fee schedule is effective from July 1, 2026.
- Do not publish CAD 176 or CAD 246 as the final payable amount without explaining the separate CAD 1.70 BLS fee and additional courier/optional charges.
- Do not state that every Indian passport applicant in Canada uses the same BLS centre. BLS centres and postal receiving centres are tied to the three Indian consular jurisdictions.
- Do not state that Ottawa offers Tatkaal through BLS. Current Ottawa BLS guidance says Tatkaal passport service is not offered there.
- Do not state that Vancouver BLS centres offer Tatkaal or Jumbo services. Current Vancouver BLS guidance says those services are not offered at the BLS centres and applicants should contact CGI Vancouver directly.
- Do not state that every applicant needs maintained-status documentation in exactly the same form. Requirements for expired or extended Canadian status can be jurisdiction- and case-specific.
- Do not use the old universal 2x2-inch photo claim as the current Canada-wide rule. Current BLS guidance has moved to ICAO-compliant photograph requirements and jurisdiction-specific checklist instructions.
- Do not send routine passport applications directly to the Indian High Commission or Consulate. Current guidance requires submission through BLS.
- Do not assume an upcoming flight automatically qualifies for Tatkaal or emergency handling.
- The Indian mission can request additional documents or verification beyond the standard checklist.
- False information or incorrect particulars can lead to rejection or other action under Indian passport law and the mission's procedures.
- Applicants should check the current BLS and mission instructions immediately before payment and submission because fees, centres, appointment rules and checklists can change.
