Consular Authority & Provider
Colombian citizens in Canada can obtain a new passport or apply for a new passport when the existing one expires, is lost, stolen, damaged, has insufficient pages, or when another legally permitted change requires a new document. In Canada, passport services are provided through Colombian consulates and the consular section in Ottawa. The ordinary electronic passport contains 32 pages and is valid for 10 years; the executive electronic passport contains 48 pages and is also valid for 10 years.
Applicants must verify submission routes with the designated mission in Canada.
Essential 2026 Consular Updates & Rules
- Resolution 10927 of August 4, 2026 is the current national regulation governing Colombian passports and travel documents.
- The ordinary electronic passport has 32 pages and 10 years of validity.
- The executive electronic passport has 48 pages and 10 years of validity.
- A new passport receives a new passport number; Colombia does not simply extend the old passport number.
- For ordinary in-person passport applications, adults normally appear personally for document verification, photograph, fingerprints and signature. No printed passport photographs are normally required.
- An eligible adult may instead use the online passport service if the applicant's prior electronic passport was issued after November 17, 2017 and the applicant had successful biometric authentication when that previous passport was issued.
- The online passport service is available only for specified circumstances, including expiry, voluntary change, unusable damage, insufficient pages and loss or theft, subject to the official requirements.
- For consulates abroad, Cancillería currently publishes an indicative delivery time of 8 business days, but consular pages also warn that international transport and exceptional circumstances can affect the actual time.
- The current tariff framework for passports abroad is denominated by geographic zone. Canada falls in the 'Resto del Mundo' category, for which the national tariff is USD 86 for an ordinary electronic passport and USD 175 for an executive electronic passport.
- Canadian consulates publish local CAD tariffs. For example, Toronto currently publishes C$119.54 for an ordinary electronic passport and C$243.25 for an executive electronic passport for September 1 through December 31, 2026.
- Montreal publishes its own CAD tariff tables and updates the local exchange-based amounts periodically. The tariff can therefore change during the year.
- The old C$145 ordinary and C$210 executive figures should not be presented as current Canada-wide 2026 prices.

Passport Validity & Eligibility Guidelines
Ordinary: 10 years.
Executive: 10 years.
Renewal Rule: A passport is not extended indefinitely. When the existing passport expires or another permitted replacement ground occurs, a new passport is issued.
Identity Change: If the holder's identity document is rectified or personal identity information changes, a new passport may be required.
Single Valid Passport Rule: A Colombian citizen generally cannot hold more than one valid Colombian ordinary or executive passport at the same time, except for the exceptions established by law, including an authorized emergency passport.
Proof of Legal Status in Canada
Foreign diplomatic missions in Canada require applicants to establish lawful presence or address in Canada prior to accepting a passport renewal dossier:
- Permanent resident card.
- Work permit.
- Study permit.
- Other Canadian residence or immigration document when the receiving consulate requests it.
Required Submission Checklist
- Confirmed appointment, when using the standard in-person process.
- Original Colombian cédula de ciudadanía in an accepted valid format.
- Original cédula password and required birth-registration copy when using an allowed password instead of the physical cédula.
- Colombian birth registration when required for a person born abroad or a nationality-verification case.
- Previous Colombian passport, if available.
- Supporting civil-status or identity documents where personal information has changed.
- Supporting documents for lost, stolen or damaged passport cases when requested.
- Canadian residence/status document if the particular consulate requests it.
- Current payment method accepted by the receiving consulate.
- Appointment confirmation or code where required by the consulate.
Step-by-Step Application Process
Identify the correct consulate
Determine the Canadian consular jurisdiction for your province or territory and use the corresponding Colombian mission.
Check whether you qualify for online passport service
Adults with a qualifying electronic passport issued after November 17, 2017 and successful previous biometric authentication may be able to complete the passport request online for specified replacement reasons.
For a standard application, book an appointment
Use the current appointment system published by the responsible consulate. Booking procedures differ between Canadian offices.
Prepare Colombian identity documents
Bring the original valid cédula or the specific password and supporting documents allowed by the current rules.
Bring the previous passport
Bring the previous passport if you have it. In loss or theft cases, follow the special reporting procedure instead.
Prepare civil-registration evidence where needed
Foreign-born citizens, persons with late registrations and nationality-verification cases may need Colombian civil-registration records or additional parental documentation.
Attend biometrics
For the standard procedure, the consulate captures the photograph, fingerprints and signature. No printed passport photographs are normally required.
Pay the applicable Canadian-dollar tariff
Check the receiving consulate's current tariff and payment method. The 2026 national exterior tariff is USD 86 for ordinary electronic and USD 175 for executive electronic passports, with local CAD amounts published by the missions.
Keep the application receipt
Retain all payment, appointment and application evidence until the passport has been delivered.
Wait for passport delivery
Cancillería currently gives an 8-business-day general exterior delivery reference, but mission-specific information and international transport can result in longer practical timelines.
Collect the new passport
Adults collect personally through identity/biometric verification. Minor passports are collected by the eligible parent, representative or authorized person who handled the application.
Check the passport immediately
Verify name, date of birth, nationality, passport number, issue date and expiry date. Report any biographical error promptly.
Photograph & Biometric Specifications
Adult Photograph Rule: No printed passport photographs are required for the standard in-person process because the consulate takes the applicant's photograph.
Minor Photograph Rule: The child's photograph is also taken during the in-person passport process.
Online Photo Standards: The online passport service has its own electronic-image and biometric eligibility requirements inherited from the previous passport record.
