Consular Authority & Provider
Passport applications are initiated through the China Consular App. Since December 30, 2024, applicants aged 16+ must appear in person at the relevant mission to submit physical materials and provide fingerprints, unless an approved hardship exception applies.

Proof of Legal Status in Canada
Foreign diplomatic missions in Canada require applicants to establish lawful presence or address in Canada prior to accepting a passport renewal dossier:
- Proof of lawful residence in Canada: Canadian Permanent Resident card, Work Permit, Study Permit, or Visitor Record.
- Proof of Canadian address within the respective consular district (e.g. driver's license, utility bill).
- Chinese Identity Card (居民身份证) or Household Register (户口簿) copy where available.
- Explanation letter and evidence for early renewal if more than 1 year validity remains.

- Current original Chinese passport (to be physically submitted once status reaches 复审中).

Step-by-Step Application Process
Determine Your Chinese Consular Jurisdiction
Identify whether your Canadian residence falls under the Embassy in Ottawa or the Consulates General in Toronto, Vancouver, Calgary or Montreal.
Download and Register on China Consular App
Install the official China Consular App, create an account and complete the required real-name identity verification.
Choose Passport/Travel Document Service
Open the Passport/Travel Document (护照旅行证) module and choose the Chinese mission responsible for your Canadian residence.
Select Passport Renewal or Replacement
Choose the correct service for your circumstances: ordinary renewal (换发), replacement for loss/theft/damage (补发), or first issuance.
Complete the Online Application Form
Enter your identity, family and Canadian residence information accurately, and complete the electronic nationality declaration.
Upload the Digital Photograph
Upload a recent electronic passport photograph (30–80 KB JPEG, pure white background, dark collared clothing, ears visible).
Upload Supporting Documents
Upload your current passport data page, Chinese identity documentation where available, and Canadian status proof.
Complete App Identity / Face Verification
Complete the App's face recognition check. If verification fails, follow the mission's instructions for a video interview.
Wait for Physical Submission Approval (复审中)
Monitor the App until it reaches the physical-material stage (commonly 复审中). Do not mail or deliver the documents prematurely.
Attend the Consulate or Use Approved Mail Route
Applicants aged 16+ normally attend the applicable mission for fingerprint collection and physical document submission. Mail submission requires an approved hardship exemption.
Submit the Original Passport
For normal renewal, submit the existing passport as instructed. For lost-passport replacement, provide the available copy and loss statement instead.
Pay the Passport Fee
Pay the CAD $23.00 passport fee using the payment method accepted by your specific Chinese mission (Money Order / Bank Draft / QR mobile payment at collection).
Choose Collection or Return Mailing
Follow the applicable mission's instructions for in-person collection or prepaid Canada Post Xpresspost return mailing.
Track the Application in the App
Use the China Consular App to monitor the order status (制证中 -> 待取证). Respond promptly if the consular officer requests clarification.
Receive the New Passport
When the App shows the passport is ready, collect it or wait for the return mailing under the selected procedure.
Check the New Passport
Verify your name, date of birth, sex, and place of birth immediately upon receipt. Note that your old cancelled passport will be returned with any valid visas intact.
Photograph & Biometric Specifications
General Rule: The electronic passport photograph must comply with the Chinese diplomatic mission's current electronic passport-photo specification.
Background Color: Pure white background without objects, patterns or shadows.
Clothing: A dark-coloured top with a collar is recommended/required by the current Canadian Chinese passport photo guidance.
Face Position: Face the camera directly with the head level and eyes looking forward. The head should not be tilted up, down or sideways.
Facial Expression: Natural expression, mouth naturally closed, eyes open, eyebrows visible and facial features clearly visible.
Ears: Both ears should be visible under the published Chinese passport photograph specification.
Eyeglasses Rule: Glasses may be worn only where permitted by the published photo specification and where the lenses do not create reflections, shadows or obscure the eyes. Removing glasses is generally safer for acceptance.
Head Coverings: Head coverings are generally not permitted unless required for legitimate religious, medical or cultural reasons. When permitted, they must not obscure the face or create shadows.
Photo Date: The photograph should have been taken within the previous 6 months.
Digital Format: The electronic photograph should be a JPG/JPEG file (30 KB–80 KB) meeting image-size specifications.
Physical Photo: For ordinary passport applications, the exact need for a physical photograph depends on the submission route and mission. The Embassy guidance can require a physical photo or final electronic image on a USB drive if the uploaded image was not successfully accepted.
Important Correction: Do not use 33 mm × 48 mm as a universal electronic photo specification. That dimension is associated with printed photograph requirements in certain forms. The electronic image must follow the separate digital-photo specification.
Important Consular Warnings
- Do not call the process 'VFS' or 'BLS'. Chinese passport services in Canada are handled directly by the Chinese Embassy and Consulates through the China Consular App and their own consular channels.
- Do not call the current Chinese passport application system 'GOAS'. The official overseas application system is the China Consular (中国领事) App.
- Do not state that every applicant can simply mail the physical passport after online approval. Applicants aged 16+ normally have to provide fingerprints in person unless the mission approves a valid exemption.
- Do not state that every passport renewal requires an iris scan. The current Canadian procedures identify face/identity verification and fingerprint collection; iris scanning is not a standard passport-renewal requirement in the published instructions.
- Do not publish CAD 23 plus another mandatory service charge. The published ordinary Chinese passport fee is CAD 23 per passport.
- Do not add an express or urgent passport surcharge. Ordinary passport issuance, renewal and replacement are not available as express passport services under the current published Canadian mission rules.
- Do not use one Canadian-wide submission procedure. Ottawa, Toronto, Vancouver, Calgary and Montreal have jurisdiction-specific instructions and exceptions.
- Do not use 33 mm × 48 mm as the universal digital passport-photo specification. Physical-photo dimensions and electronic image specifications are separate requirements.
- Do not assume that every applicant must provide two physical photos. Follow the mission-specific physical submission instruction and the App's requirements.
- Do not mail documents before the application reaches the physical-submission/re-review stage specified by the applicable mission.
- A lost passport is not treated as an ordinary renewal and can require identity and passport-status verification.
- Applicants under 16 follow separate guardian, interview and fingerprint rules.
- Applicants should not rely on old consular instructions copied from earlier years because the China Consular App workflow and fingerprint procedures have changed.
- Applicants should verify the current payment method, address, appointment/collection hours and document checklist on the website of the Chinese mission handling their residence before submission.
- Processing times are estimates and can increase for lost passports, first-time issuance, identity verification, incomplete applications or other special cases.
