Top U.S. Higher Education Tier System
U.S. higher education includes thousands of colleges and universities with many different classification and ranking systems. There is no single federal "tier" system. This guide uses the Ivy League, Carnegie research designations, public-university terminology, and U.S. News rankings as separate reference frameworks.

Important Classification Note
The Ivy League, Carnegie R1 designation, and U.S. News rankings are different frameworks. The Ivy League is an athletic conference; Carnegie R1 is a research-activity designation; and U.S. News publishes rankings based on a separate methodology. None of these systems alone establishes that one university is universally "better" for every student or program.

- Univ. of Pennsylvania (PA): Home to Wharton School of Business, engineering, and medicine.
- Brown University (RI): Open curriculum, liberal arts, and Warren Alpert Medical School.
- Dartmouth College (NH): Tuck School of Business, undergraduate focus, and engineering.
- Cornell University (NY): Notable programs include engineering, hospitality administration, agriculture and life sciences, and veterinary medicine.
F-1 Visa & SEVP Compliance for Top Universities
International students attending U.S. universities must maintain legal nonimmigrant status under 8 CFR § 214.2(f):
F-1 students must maintain the full course of study defined for their school and program, subject to authorized reduced-course-load exceptions. A simple 12-undergraduate/9-graduate rule does not apply identically to every program or school.
CPT is DSO-authorized practical training that is an integral part of an established curriculum, such as an internship, practicum, cooperative education, or alternative work/study arrangement. Authorization must appear on the Form I-20 before employment begins.
Eligible F-1 students may receive up to 12 months of post-completion OPT. Graduates with qualifying degrees on the DHS STEM Designated Degree Program List may be eligible for a 24-month STEM OPT extension if the additional requirements are satisfied.
