The process is a dual-portal system: first, you must register and fill out the form on the Indian Government's Passport Seva website. Once completed, download the PDF, note your ARN, and then go to the VFS portal to pay the consular/service fees and purchase courier labels. Ensure all affidavits are signed in front of a licensed U.S. notary public. If your passport has been expired for more than 3 years, you must also obtain a prior clearance verification, which adds several weeks to the timeline.
