Once the consulate approves your electronic file, the app status will change to 'To Be Mailed' (待邮寄). Only then should you mail your physical old passport, application barcode slip, money order (if not paid in-app), and the prepaid return envelope to your designated consulate office based on your U.S. state of residence.
