Ukrainian individual taxpayer identification number (РНОКПП / ІПН). Since December 2025, the RNOKPP is generally entered in the passport application unless the applicant officially refused the tax number for religious reasons or falls within another legally recognised exception.

For a lost or stolen passport, documents supporting the loss/theft circumstances, including a police report where applicable and any available copy or identifying information from the lost passport.

For applicants whose Ukrainian internal passport was issued in territory outside current Ukrainian government control, additional documents containing the applicant's photograph or other evidence of identity can be requested.
For children, the original birth certificate or other Ukrainian citizenship/identity evidence and the documents of the parent or legal representative.
For a child whose one parent is a foreign citizen or stateless person, additional citizenship and parentage documents may be required.
For a minor whose parent or legal representative has changed surname multiple times, documents establishing the chain of family relationship and name changes may be required.
For a representative or guardian acting for a child or legally incapacitated person, the original and copy of the document proving legal-representative authority.

Step-by-Step Application Workflow

Sequential procedure from online government filing to passport collection

Step 1
Choose between DP Document and the Ukrainian consular route

Ukrainian citizens in the UK can use the DP Document Passport Service in London for foreign-passport issuance/replacement or use the Ukrainian diplomatic/consular missions. The current Embassy information also states that a foreign passport can be processed through DP Document and that completed passports issued through the Embassy may be available through designated VFS Global collection points.

Step 2
Check the reason for replacement

The passport does not need to be within six months of expiry. Ukrainian rules allow exchange for expiry, absence of blank pages, damage or unsuitability, incorrect information, personal-data changes, or other legally recognised circumstances. Lost and stolen passports use additional procedures.

Step 3
Check your internal passport and RNOKPP

Before the appointment, make sure the Ukrainian internal passport/ID and RNOKPP information are available. The current Embassy guidance states that the RNOKPP is mandatory for passport applications except legally recognised exceptions such as an official religious refusal.

Step 4
Book the electronic queue

DP Document London currently operates through an electronic queue. Since March 2, 2026, London has been testing/using Diia.Signature or Ukrainian National Bank BankID verification for electronic-queue registration. London operates by prior electronic booking rather than ordinary walk-in appointment slots.

Step 5
Book the consular appointment if using the Embassy

The Embassy consular section in London and the Edinburgh Consulate require prior appointment for ordinary consular reception. The UK MFA page states that consular reception is by prior electronic queue, and each consular action/person/document needs the appropriate appointment.

Step 6
Prepare the complete original-document package

Bring the Ukrainian internal passport/ID, RNOKPP, existing foreign passport and proof of UK residence/stay for the consular route. Add civil-status documents for name changes, marriage/divorce, citizenship questions, child applications or any other special circumstances.

Step 7
Attend personally for biometric enrolment

The applicant must appear for identity verification, photograph and required biometric data. DP Document takes the photograph at the centre. For children and special categories, attendance and fingerprint requirements depend on age and the specific application.

Step 8
Pay the selected service

At DP Document London, payment is made on site through an online payment service using a smartphone and Visa/Mastercard. The centre recommends a Ukrainian bank card but states that a foreign-bank card can be used if it permits online UAH payments and has sufficient limits. The displayed cost excludes bank commission.

Step 9
Wait for passport production

DP Document London currently publishes up to 20 working days for a non-urgent biometric foreign passport and up to 7 working days for an urgent passport, excluding delivery. These are the service's published production targets rather than a guarantee that the physical document will be in your hands on that exact day.

Step 10
Track the document

Use the document-status service provided by DP Document or the identifier/reference issued by the Embassy/consular office. The London DP centre states that the customer receives an SMS when the completed foreign passport is ready.

Step 11
Collect or receive the passport

DP Document London currently states that completed documents are issued without a new appointment. Embassy-issued passports can be collected at the consular section or, under the current arrangement, at designated VFS Global locations in London, Birmingham and Manchester. Edinburgh-issued documents are collected at the Edinburgh Consulate unless the Consulate's current postal-delivery option is used.

Step 12
Check the new passport before travel

After receiving the passport, check the transliteration, surname, given names, date/place of birth, passport number and validity immediately. If there is an error, contact the issuing authority before relying on the document for international travel.
