For postal applications, photocopies of supporting documents on A4 paper together with the completed application form, photographs and payment instrument as required by ImmD.
For applicants born outside Hong Kong, Mainland China, Macao or Taiwan, additional documents may be required to establish Chinese nationality, including birth/census records, parents' Hong Kong permanent identity cards, parents' travel documents and foreign-residence/citizenship evidence where relevant.
For a lost, damaged, defaced or unavailable passport, the additional Form ID645 and supporting evidence are required because these cases cannot use the ordinary online application route.
For an amendment of personal particulars, the dedicated amendment procedure must be used rather than an ordinary online renewal.
For children under 16, the application must be signed by a parent or legal guardian, and the required child/parent identity documents must be provided.
For children under 11 without a valid Hong Kong permanent identity card, additional application arrangements apply and the online route may not be available.
A valid UK immigration document is not a standard eligibility document for an HKSAR passport. UK residence evidence may be relevant only where additional information is needed for a particular nationality, identity or residence question.

Step-by-Step Application Workflow

Sequential procedure from online government filing to passport collection

Step 1
Check HKSAR passport eligibility

Before applying, confirm that you are a Chinese citizen, a permanent resident of the HKSAR with right of abode, and a holder of a valid Hong Kong permanent identity card. A BN(O) visa or British residence permission does not itself create HKSAR passport eligibility.

Step 2
Choose the correct overseas application route

UK applicants can submit through the nearest Chinese Diplomatic and Consular Mission, submit directly by post to the Hong Kong Immigration Department, or use the ImmD internet/mobile application where eligible and where they can collect the finished passport in person at the selected Chinese mission or another permitted collection office.

Step 3
Check whether online application is available

Eligible applicants can apply online if they are Chinese citizens and HKSAR permanent residents holding a valid Hong Kong permanent identity card. Online application is not available for replacement of a lost, damaged, defaced or unavailable passport or for amendments of personal particulars.

Step 4
Prepare your passport, HK permanent identity card and photo

For a normal renewal, keep the current HKSAR passport, HKPIC and photograph ready. The current ImmD photograph specification is 40mm x 50mm with a white background. Online applications accept a JPEG photograph meeting the stated technical requirements.

Step 5
Submit the application

For a London diplomatic-mission application, submit the application and original supporting documents to the Chinese Consular Mission according to its current appointment/acceptance arrangements. For an eligible online application, submit electronically through the ImmD online or mobile service and pay the applicable passport and overseas-delivery charges.

Step 6
Pay the passport and delivery fees

The current overseas passport fee is HK$430 or HK$520 for applicants aged 16 or above depending on page count, and HK$215 or HK$260 for children under 16. UK applicants selecting a Chinese diplomatic mission for collection must also pay the applicable overseas dispatch fee: HK$50 by double-registered airmail or HK$310 by express despatch to Europe.

Step 7
Provide additional documents if requested

ImmD may request additional documents where identity, Chinese nationality, permanent-resident status, place of birth, personal particulars or other information cannot be verified from the normal record. Applicants born outside Hong Kong/Mainland/Macao/Taiwan can be asked to provide additional parentage and nationality evidence.

Step 8
Wait for processing in Hong Kong

ImmD pledges to complete a qualifying HKSAR passport application submitted through a Chinese diplomatic or consular mission in about 4–6 weeks after all required documents, fee and photograph are received. The time needed to dispatch the finished passport from Hong Kong to London is not included in this processing period.

Step 9
Receive the collection notice

After processing, ImmD issues a Collection Notice stating the collection period and selected collection office. For an overseas application, the finished passport is sent from Hong Kong to the selected Chinese Diplomatic and Consular Mission by the selected delivery method.

Step 10
Collect the new passport in person

The applicant must normally collect the HKSAR passport in person at the selected Chinese Diplomatic and Consular Mission. An applicant aged 18 or above presents the HK permanent identity card, originals of relevant supporting documents and the previous passport for cancellation.

Step 11
Complete child collection requirements

For applicants aged 16 or 17 who are unmarried, the consenting parent or legal guardian must accompany the applicant for collection. For children under 16, the consenting parent or legal guardian must accompany the child and provide the required identity and supporting documents.

Step 12
Check and retain the cancelled previous passport

When the new passport is collected, the previous HKSAR passport is cancelled. ImmD states that the previous passport is cancelled by cutting a corner of its back cover. Keep the cancelled passport if you need it for historical visa or identity records.
